RESOLUTION NO. 17-9113 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING <br /> AN A' lENDMENT TO THE GENERAL PLAN, AS FILED UNDER CASE P15-0245 FROM <br /> RETAILIHIGHWAY/SERVICE COMMERCIAL, BUSINESS AND PROFESSIONAL OFFICE <br /> TO HIGH DENSITY RESIDENTIAL, AND AN ANIENDMENT TO THE DOWNTOWN <br /> SPECIFIC PLAN, AS FILED UNDER CASE P15-0405 FROM DO ' NTO`°` N <br /> CO' 1MERCIAL TO HIGH DENSITY RESIDENTIAL FOR PROPERTIES LOCATED AT <br /> 3988 FIRST STREET, 3878 STANLEY BOULEVARD, AND 3780 STANLEY <br /> BOULEVARD <br /> WHEREAS, Irby Ranch, LLC, a California limited liability corporation (the <br /> "Developer"), has applied for a General Plan amendment to change the land use <br /> designation from "Retail/Highway/Service Commercial, Business and Professional Office" <br /> to "High Density Residential" and a Specific Plan amendment to change the Downtown <br /> Specific Plan designation for 3988 Stanley Boulevard from "Downtown Commercial" to "High <br /> Density Residential" to accommodate the construction of 87 single-family homes and related <br /> infrastructure on approximately 10 6 acres, an open space/arroyo parcel on 2.8 acres, and <br /> create one, approximately 1.64-acre lot to be dedicated to the City for future development in <br /> partnership with Sunflower Hill for an affordable multi-family residential community for <br /> individuals with special needs on approximately 15.03 acres of land located at 3988 First Street, <br /> 3878 Stanley Boulevard, and 3780 Stanley Boulevard; and <br /> WHEREAS, after public notice, on August 10, 2016, the Planning Commission adopted <br /> Resolution PC 2016-24, determining that the proposed General Plan and Specific Plan <br /> Amendments are appropriate for the subject site, making findings, and recommending to the <br /> Pleasanton City Council that P15-0245 and P15-0405 be approved; and <br /> WHEREAS, at its meeting of February 7, 2017, the City Council reviewed the staff report <br /> from the Director of Community Development together with a copy of the staff report to the <br /> Planning Commission on this matter; and <br /> HEREAS, on February 7, 2017, a duly-noticed public hearing was held by the City <br /> Council on these applications and considered all public testimony, agenda reports, and related <br /> materials, and the recommendations of staff and the Planning Commission; and <br /> WHEREAS, the City Council determined that the conditions described in California <br /> Environmental Quality Act (CEQA) Guidelines Section 15162 have not occurred for the <br /> proposed project and found that the previously prepared Supplemental Environmental Impact <br /> Report (SEIR), including the adopted CEQA Findings and Statement of Overriding <br /> Considerations in City Council Resolution 12-492 for the Housing Element update and Climate <br /> Action Plan Amendment and Rezonings, and the Addendum to the SEIR are adequate to serve <br /> as the environmental documentation for this project and satisfy all the requirements of CEQA <br />
