Zia Home Location and Restoration <br /> The applicant provided historic evaluations for all of the structures on the property which <br /> concluded that only the Irby home was considered a historic resource. The report <br /> indicated that the Irby home was associated with events that have made a significant <br /> contribution to the broad patterns of local history. The Supplemental Environmental <br /> Impact Report (SEIR) for the Housing Element update that included the subject site <br /> however included a Statement of Overriding Considerations for the significant and <br /> unavoidable impact of demolishing the Irby home at the discretion of the Council. Staff <br /> and the Planning Commission are recommending that the Zia home, instead of the Irby <br /> home, be retained on-site to be used as a community recreation and meeting room. The <br /> Planning Commission also recommended that the Zia house be located where it was <br /> visible from Stanley Boulevard. Further discussion can be found in the Planning <br /> Commission staff report within Attachment 9. <br /> The applicant has revised their proposed plans to retain the Zia house and shift the <br /> home to more directly face towards Stanley Boulevard.
