Mayor Thorne stressed that corrections to the situation regarding Zone 7 will take public involvement <br /> and he encouraged residents to attend the upcoming meeting <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 13 Consider the Parks and Recreation Commission recommendation to proceed with the proposed <br /> two new lighted tennis courts at the Tennis and Community Park <br /> Assistant City Manager Brian Dolan presented the report providing a brief history and background, a <br /> timeline of events that have occurred, generation of alternatives and review by the Parks and <br /> Recreation Commission and its recommendations and community input <br /> City Landscape Architect Matt Gruber presented details including pros and cons and the costs of the <br /> three alternatives reviewed by the Parks and Recreation Commission <br /> Mr Dolan reported that the Parks and Recreation Commission recommended Alternative 3 adding that <br /> they recognized the value of the parking that would be lost <br /> Councilmember Brown noted the current tennis court has a shade structure but did not see it on the <br /> drawings She asked that it be included in the bid package to be distributed She reported receiving an <br /> email from a resident pointing out that a single court would be best for a ball machine and noted the <br /> importance of providing a source of electricity at the single court City Landscape Architect Gruber <br /> reported staff will work with the designers to install electricity at the single court Councilmember Brown <br /> expressed concerns regarding the possibilty of headlights shining into Court 12 and City Landscape <br /> Architect Gruber proposed adding screening with fencing and plant material In response to <br /> Councilmember Brown's question, staff addressed input from the volleyball community <br /> Mayor Thorne stated he struggles with the real value of the parking spaces that will be lost with <br /> Alternative 1 He reported he drives by the area almost daily and has never seen a full parking lot Staff <br /> reported the impacts are primarily during conflicting event periods such as nightime league activities <br /> Councilmember Pentin referenced Alternative 1 and in response to his question, staff confirmed that it <br /> does not replicate parking elsewhere There is no documentation of existing parking problems in the <br /> area <br /> Councilmember Narum asked whether there is a community meeting room at the park and staff <br /> responded affirmatively Many leagues reserve that space for meetings and the park is a community <br /> park that can be leveraged in many different ways It is important to accommodate parking to meet the <br /> needs <br /> Councilmember Olson stated the neighborhood would be impacted if parking were to be eliminated He <br /> referenced a project that was cancelled and asked regarding the number of bids received Staff <br /> reported there were four bids received Councilmember Olson expressed concerns with the costs <br /> Mayor Thorne invited public comment <br /> Marilyn Lute urged the City Council to approve the tennis courts noting they are well-used <br /> Tom Murphy spoke in support of the project and expressed concerns regarding the proposed costs of <br /> the project noting they seem excessively high He addressed comparable facilities and costs and <br /> City Council Minutes Page 4 of 7 December 6, 2016 <br />
