Mayor Thorne invited comments from the public on Consent Calendar items <br /> Rob Brent addressed the City's current water rate in terms of them going up during a drought year and <br /> especially as residents practice conservation He encouraged Council to attend the next Zone 7 <br /> meeting on December 20 at 100 North Canyon Parkway, Livermore, to address resident concerns <br /> Additionally, he addressed the compensation of Zone 7 employees and asked the City Council to help <br /> Councilmember Narum noted that the Zone 7 meeting will be on Wednesday, December 21 and <br /> summarized some actions to date relative to the water rate increases and her and Councilmember <br /> Brown's "behind the scenes" activities and involvement including the formation of a Water Services <br /> Committee <br /> Vin Pohray commented on the recent increase in water rates noting there is no longer a water shortage <br /> and that Zone 7 no longer has a revenue problem He stated that the problem is no longer water <br /> conservation, but greed He commented on the increasing salaries for Zone 7 employees and urged <br /> the City Council to help and consider the possibility of dismantling the agency <br /> John Carroll reported that Zone 7 recently spent $3 million on the acquisition of the Twin Tunnels He <br /> stated that the City should try to achieve independence rather than being so dependent on the <br /> California Water Project He referenced a recent article in the Pleasanton Weekly relative to the costs <br /> involved in moving the Police Station and noted that the Library is unfairly utilized with more than it was <br /> originally intended to do He suggested considering other satellite services to help alleviate some of <br /> the services currently being promoted through the existing library <br /> Mayor Thorne stated the City Council does not have the right or the authority to disband Zone 7, adding <br /> that citizens elected the people on Zone 7 He added that Councilmembers Narum and Brown has <br /> worked very hard to do the right thing for the community and keep water rates down, but the agency <br /> makes its own decisions He stated that it helps when the public shows up to meetings and <br /> encouraged they participate in Zone 7 meetings and provide their input <br /> Councilmember Brown strongly recommended that residents attend upcoming Zone 7 meetings and <br /> provide their input She added that the meetings are televised and encouraged the public to <br /> communicate with them <br /> Mayor Thorne reported that an item on the Consent Calendar addressed the City's suspension of water <br /> rate increases because of the actions of Zone 7 <br /> MOTION: It was m/s by Pentin/Olson to approve the consent calendar as submitted Motion passed by <br /> the following vote <br /> Ayes Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes None <br /> Absent None <br /> At Councilmember Brown's request, Mayor Thorne added "Introductory remarks from the community to <br /> the agenda <br /> MEETING OPEN TO THE PUBLIC <br /> 12 Public Comment <br /> John Carroll urged Councilmembers to attend the upcoming Zone 7 meeting on December 21 at 7 00 <br /> pm <br /> City Council Minutes Page 3 of 7 December 6, 2016 <br />
