The addendum would focus on the following areas
Air Quality—this section will revisit the project emissions spreadsheet to confirm that the revised project
design would result in reduced emissions and would provide a narrative to explain that the reduced truck
trips to deliver a shorter culvert and less backfill would be addressed and reduced to less than significant
by the standard SMAQMD measures and Mitigation Measure AQ-1 as presented in the 2015 Initial Study
Biological Resources—this section will qualitatively describe the revised project's reduced impact on
Kottinger Creek in terms of wetland fill and will demonstrate that the existing Mitigation Measures BIO-1
and Bl0-2 from the 2015 Initial Study will address these impacts AECOM will work with the City and
regulatory agencies to describe the potential impacts of any specific habitat creation or restoration
proposed as part of B1O-2
Cultural Resources—this section will briefly revise the extent of grading and excavation needed in
Kottinger Creek and the adjacent parks and will show that the existing mitigation measures (CUL-1
through CUL-3)will reduce any impacts on cultural resources to less than significant
Noise—this section would revisit the scope and locations of construction, the types of construction
equipment that would be used, and the distances between the revised construction locations and noise-
sensitive receptors This section would demonstrate that no new loud construction techniques would be
used (e g , pile driving), estimate the reduction in noise levels at sensitive receptor locations given the
reduced project footprint, and show that the existing Mitigation Measure NOI-1 would reduce any impacts
to less than significant
Transportation—this section would revisit the truck trip calculations presented in the Initial Study and
would demonstrate that the City's adopted Mitigation Measures TRA-1 (traffic management plan) and
TRA-2 (road and bike trail repairs)would reduce any traffic impacts to less than significant
Prepare Final Addendum
AECOM would meet with the City to discuss comments on the administrative draft addendum and
resolutions to those comments before preparing the final addendum Our team understands that time is
of the essence for completing this document to meet the City's desired schedule and we are committed to
start work immediately and prepare the required technical evaluations upon receipt of the revised project
description information
Assumptions
• Our proposal and cost estimate assume that the City would provide any revised drawings needed
for the addendum that are not produced by AECOM
• Meetings will be conducted by phone unless otherwise requested by the City Attendance at in
person meetings may require a budget amendment
Task Cost $9,295
Task 12 Regulatory Permitting Application Package Revision
Based on the new alternative and revised project description, AECOM will revise the Joint Aquatic
Resources Permit Application Package for re-submittal to the agencies Re-submittal of a complete
package will facilitate agency reviews and help prevent delays in the permitting process We have also
included time under this task to prepare engineering design drawings to the 30% level including all
calculations and information needs required for the revised permitting package
Task Cost $15,090
2
