ATTACHMENT 3 <br /> [SWbNERTON. <br /> A N G„EMLE Nil' <br /> �i. <br /> November 15, 2016 <br /> Via email to BWill►amsCoc►tyofpleasantonca gov <br /> Mr Bob Willians <br /> Construction Services Manager <br /> City of Pleasanton <br /> 157 Main Street <br /> P 0 Box 520 <br /> Pleasanton, CA 94566-0802 <br /> Subject Bernal Avenue Bridge over Arroyo De La Laguna, Bridge Painting Project <br /> Proposal for Construction Management&Inspection Services <br /> Dear Mr Williams <br /> Swinerton Management&Consulting (Swinerton) is pleased to present this proposal to provide Inspection <br /> and Construction Management Services to the City of Pleasanton for the Bernal Avenue Bridge over Arroyo <br /> De La Laguna Painting Project [CIP No 135025 - Fed ID 5101(028)] Below is Swinerton's understanding <br /> of the project scope of work,schedule,and technical requirements Attached are resumes for our proposed <br /> project team,and a cost matrix detailing our level of effort and fee proposal <br /> SCOPE OF SERVICES <br /> Swinerton understands this project has a 170-working day duration with interim milestones to be <br /> completed for the General Contract,Environmental Stewardship,and Full Traffic Restoration Further,we <br /> understand that the bridge coating work will need to take place over a 10-week period from June 5, 2017 to <br /> August 11, 2017 with the third milestone completion date being August 11, 2017 We are assuming a 7-day <br /> workweek, 12 hours per day for the 10-week bridge coating period <br /> During Preconstruction,Swinerton will be available to assist the City,as needed,with planning the project <br /> start,logistics,staging area requirements,project schedule,contractor coordination,traffic control <br /> requirements,pedestrian safety,jobsite setup,and coordination with the Design Team on technical <br /> specification requirements,submittals, inspection schedule,and community outreach We can also assist <br /> with communicating the Federal requirements to the contractor and monitoring contractor compliance <br /> (such as DBE forms,trucking forms,labor compliance,etc) <br /> During the Construction phase,Swinerton will provide daily onsite special inspection and construction <br /> management services to include abatement inspection,bridge prep work,coatings inspection,monitor <br /> contractor's air quality program,prepare daily inspection reports,track, review and negotiate any potential <br /> change orders,force account work, review and confirm pay estimate quantities,ensure work in place meets <br /> all contract requirements and technical specifications, monitor contractor's schedule,traffic control and <br /> pedestrian safety We will confirm that the Federal requirements are being met,such as jobsite labor <br /> interviews and review of certified payroll Swinerton will also verify the onsite presence of the contractor's <br /> biologist and the in-place species protection <br /> The Swinerton Team will be made up of Scott Christie and Todd Whittenburg <br /> Proposal for Bernal Ave Bridge over Arroyo De La Laguna Painting Project Page 1 <br />
