Although the project extends the working hours, loud activities that can impact the <br /> nearby residents will be limited to 7 00 AM to 7 00 PM and shall never exceed 86 <br /> decibels (food blender) at the property line of each resident Generators and <br /> dehumidification equipment will need to run 24 hours a day but sound dampening <br /> enclosures/equipment will be used to keep the noise below 70 decibels (vacuum <br /> cleaner) <br /> Due to the specialty inspection services required for the bridge painting, retention of a <br /> specialty inspection services firm is necessary Staff contacted the City's as-needed <br /> construction management consultants and found that Swinerton Management & <br /> Consulting had experience working on similar projects with their subcontractor Bay Area <br /> Coating Consultants After reviewing the proposal and interviewing the inspection team, <br /> staff recommends the approval of the task authorization ($148,995) for Swinerton <br /> Management & Consulting/Bay Area Coating Consultants to perform construction <br /> management and specialty inspection support services <br /> In addition to specialty inspection, the construction phase will require the design <br /> engineer BCA to provide as-needed construction support services to review technical <br /> shop drawings and answer requests for information An additional task authorization of <br /> $13,900 will be issued under the existing as-needed professional services contract <br /> (2017485) <br /> Bids <br /> A total of eight bids were received however the apparent low bidder, Blackhawk <br /> Painting, Inc indicated they made a clerical error and requested to withdraw their bid <br /> Their withdrawal is allowed by Public Contract Code The seven remaining bids range <br /> between $1,122,150 and $1,855,680 The total engineer's estimate for the project was <br /> $1,160,178 The lowest bid of $1,122,150 was received from Murphy Industrial <br /> Coatings, Inc of Signal Hill, California which is approximately 3% below the engineer's <br /> estimate <br /> All bid documents were found to be in order and past work performed by Murphy <br /> Industrial Coatings, Inc was verified to be satisfactory References were also verified <br /> with other municipalities that have direct working experience with this contractor, all of <br /> which provided positive feedback and indicated they were satisfied with the <br /> workmanship of Murphy Industrial Coatings, Inc Staff recommends award of the <br /> construction contract to the lowest responsible bidder, Murphy Industrial Coatings, Inc <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at $112,215 10% <br /> of the construction contract for unforeseen conditions A project funding and estimated <br /> expenditure summary is included as Attachment 2 <br /> Anticipated construction cost is $1,397,731, which is covered by local funding <br /> allocations previously approved by Council as part of the Capital Improvement Program <br /> (CIP) and federal grant funds <br /> Page 3 of 4 <br />
