11 47% Local funding of $241,000 has been included in fiscal years (FY) 2013-14 <br /> through 2015-16 The maintenance of the bridge will improve the existing infrastructure <br /> and will decrease future maintenance costs <br /> BACKGROUND <br /> In 2011, City Council authorized funding to create a Bridge Maintenance Program <br /> (BMP) The City contracted with Biggs Cardosa Associates, Inc (BCA) to generate a <br /> BMP for the City The first phase of the project reviewed the bi-annual bridge inspection <br /> reports generated by Caltrans for the bridges located in the City of Pleasanton that are <br /> listed on the National Bridge Inventory (NBI) The review identified several bridges <br /> needing preventative maintenance so the City applied for federal grant funding In 2013 <br /> the City received approval for federal grant funding for the design of the Bernal bridge <br /> painting The design was completed and the City received Federal approval in <br /> September 2015 for federal grant funding for construction <br /> DISCUSSION <br /> The project consists of cleaning and painting all steel surfaces of the existing bridge, <br /> bridge guardrail, walkway, walkway handrail, water line and 4-inch gas line casing, <br /> including utility straps and supports Species protection and a contractor-supplied <br /> biologist are required to prevent bird nesting within the protected area as specified by <br /> Federal law The contractor will be installing bird netting in February and monitoring until <br /> painting begins in approximately June 2016 <br /> The existing paint contains lead and is peeling away from the bridge structure The <br /> paint removal and painting will require the entire bridge to be encapsulated to prevent <br /> any existing paint material from entering the arroyo To encapsulate the work area it will <br /> require one lane of traffic to be closed to accommodate room for the scaffolding and <br /> tenting materials An opening down the centerline of the bridge will remain to allow for <br /> pedestrians and one lane of traffic to cross the bridge The single lane of traffic will be <br /> controlled by temporary traffic signals allowing alternating directions of travel <br /> Engineering staff reviewed the assorted traffic control options with the City Traffic <br /> Engineer and determined the temporary signal, single lane of traffic is the best option to <br /> allow for both directions of travel However the peak traffic volumes are such that <br /> traffic impacts and delays are anticipated To lessen the impacts, the traffic restriction <br /> will be limited to the summer months while Foothill High School is not in session The <br /> full single lane closure is scheduled from June 5 to August 11, 2016 While the school <br /> is out, the peak hour traffic volumes are less and this helps reduce delay Engineering <br /> staff will also work with the City's Public Information Officer on news releases and other <br /> forms of communications, such as social media, with the goal of encouraging motorists <br /> to take an alternative route if possible Throughout the construction, the traffic control <br /> will be monitored and adjusted if appropriate <br /> In addition, the ten week single lane closure does not provide adequate time to <br /> complete the project within the City standard work hours — Monday thru Friday 8 00 AM <br /> to 5 00 PM As bid, work will be allowed seven days a week, with longer working hours <br /> Monday through Friday — 6 00 AM to 8 00 PM, Saturday — 8 00 AM to 4 00 PM, and <br /> Sunday —10 00 AM to 4 00 PM There will be no work from July 1 to July 4, 2017 <br /> Page 2 of 4 <br />
