BACKGROU D <br /> In 2005, the City conducted a formal Request for Proposal (RFP) process and selected <br /> Lifetime Tennis to operate the Tennis Complex at the City's Tennis and Community <br /> Park. During this initial period, Lifetime Tennis provided tennis instruction while the City <br /> provided all other program and facility operations and maintenance. <br /> In 2010, prior to the original Services Agreement's expiration, the City conducted <br /> another RFP process. To assure a comprehensive review of the proposals, a selection <br /> team comprised of Community Services staff, one (1) Parks and Recreation <br /> Commissioner, and two (2) participants of the Tennis Complex programs, was formed. <br /> As a result, the selection team recommended that the City Council award the bid to <br /> Lifetime Tennis. In general, the selection team felt that Lifetime Tennis had proved to <br /> be the most knowledgeable about the community and had developed a reputation of <br /> providing affordable programs, qualified staff and excellent customer service. <br /> Since 2010, Lifetime Tennis has acted as the City's agent in all matters related to tennis <br /> operations. This has included operations and maintenance of the tennis center, public <br /> restrooms and courts; activity registration, court reservations, processing payments and <br /> handling all customer service matters; as well as tennis instruction and league <br /> coordination. <br /> As part of the 2010 Agreement, Lifetime Tennis was obligated to pay the City 10% of all <br /> gross revenues up to $400,000, and 5% of all gross revenues over $400,000 in 2011. <br /> In subsequent years (2012-2016), the fee that the City received increased throughout <br /> the term of the Agreement as the baseline for gross revenues increased by $25,000 <br /> annually. In 2015, the City received over $68,000 from Lifetime Tennis which was <br /> $15,500 over the City's revenue projection. <br /> In addition, Lifetime Tennis has continued to make significant improvements to the <br /> facility. During the last six years, Lifetime Tennis has added three (3) additional full-time <br /> positions to the existing management team, and has spent over $43,100 in <br /> improvements to the Tennis Complex that included installation of carpeting, club room <br /> and office furniture, refrigerator/freezer, television, trophy case, laminate floor in pro- <br /> shop and offices, security cameras, upgraded computer and information system, <br /> windscreens to the tennis courts, `state of the art' tennis stringer, and an additional ball <br /> machine. They have also re-lamped tennis court lighting three times as part of routine <br /> maintenance In addition to these improvements, the City has painted the court fencing, <br /> remodeled the restrooms, installed shade structures, benches, an information board <br /> and a tennis ball recycling unit, and resurfaced five (5) of the courts. <br /> DISCUSSION <br /> Since 2005, Lifetime Tennis, Inc. has provided a knowledgeable and competent staff. <br /> They are responsive to community tennis needs and represent the City of Pleasanton <br /> very well. Also noteworthy, is Lifetime's commitment to be a part of the community and <br /> not just another service provider Every year, Lifetime Tennis has hosted a free <br /> Page 2 of 4 <br />
