Public Hearing: P16-1201, PUD-120, Tract 8326, Catalyst Development Partners — Consider <br /> applications for (1) rezoning of three parcels totaling approximately 31,798 square feet at <br /> 536 and 550 St John Street and an adjacent vacant parcel from RM-1,500 (Multi-Family <br /> Residential) to PUD-HDR (Planned Unit Development — High Density Residential) District, <br /> (2) PUD Development Plan approval to retain and relocate the existing single-family residence on- <br /> site and construct 10 two-story townhomes and related site improvements; and (3) Vesting <br /> Tentative Map approval to subdivide the three parcels into 11 residential parcels <br /> Steve Otto, Senior Planner presented a report addressing the applicant, project location, project <br /> summary, project site, existing conditions, surrounding properties and uses, project boundaries, <br /> background, site plan, proposed elevations, perspective renderings and recommendations. <br /> In response to Mayor Thorne's inquiry, Mr Otto reported there will be two parking spaces for each unit <br /> and although the project is not required to provide amenities to the City because of the proposed <br /> density, it will maintain the historic home, on-site <br /> In reply to Councilmember Narum, Mr Otto addressed the current zoning, noting it would allow for up to <br /> twenty-one units and City Council would be required to hear projects complying with the current zoning <br /> Councilmember Pentin asked whether the historic house is expected to be a residence and Mr Otto <br /> responded affirmatively He added that a laundry room that was previously installed will be removed <br /> and there is a condition allowing the applicant to install a laundry room in the kitchen area. <br /> In reply to Councilmember Brown's question, Mr Otto reported that none of the units will be for lower- <br /> income but the developer will pay into the City's Lower Income Housing Fund <br /> Mayor Thorne opened the public hearing <br /> Todd Deutscher applicant, spoke regarding working in cooperation with staff to ensure compliance with <br /> all City requirements as well as the Pleasanton Historic Association regarding the historic house. <br /> Councilmember Narum disclosed she spoke with the applicant regarding the project. <br /> In reply to Councilmember Brown's question, Mr. Deutscher reported the historic home will be <br /> refurbished cosmetically, that most of it has already been rewired and addressed parking <br /> City Council Minutes Page 2 of 8 September 20, 2016 <br />
