A <br /> City Council of Pleasanton, meeting Tuesday 12/6/16 <br /> 47 <br /> Don't let a good CRISIS, (the water shortage)go to waste Initiate water rate increases! <br /> in is how does the City of Pleasanton <br /> My main question tonight, before I cover specific related points, y <br /> justify the exorbitant (much higher than the CPI=Consumer Price Index)water rate increases? <br /> And related to this,the question:was a formal report that details the billing increases and their <br /> justification,ever presented to the Pleasanton Zone 7 customers?(Or ONLY notice of a rate increase?) <br /> One more point, prior to some specifics to follow:This exorbitant water rate increase by Zone 7 you are <br /> permitting violates Proposition 218 I believe.This makes BOTH Zone 7 &the City of Pleasanton culpable <br /> in this issue. (Both Zone 7&the City reap financial benefit off the backs of the residents here.) <br /> Many homeowner/customers have experienced significant raising of their water bills.(This bill is tied to <br /> the sewer bill. BOTH are billed by the City of Pleasanton to homeowners.This is a combining of charges <br /> on one statement, (likely because Pleasanton contracts with Zone 7 for its water and this combing•is <br /> efficient, hence the ONE bill for both water&sewer.)Therefore,the City of Pleasanton should be aware <br /> of this on average 35%water rate increase by Zone 7.This increase in Pleasanton residents'water bills <br /> has far outpaced the CPI =Consumer Price Index of maybe 3%. <br /> We, Pleasanton residents,your voting constituents, have found our bills gone up this average 35%since <br /> March I think. In many cases,customers' bills are higher I think. (I assume these homes use more water.) <br /> So most of us are still conserving well below the August 2013 base usage date.Why are we being <br /> penalized by Zone 7? <br /> We ask you look into this issue please. It is not fair nor proper customer service by Zone 7 to ask us to <br /> conserve water then charge us higher rates AND take pay raises when we comply with their water- <br /> conserving wishes. <br /> I have learned, because of us conserving well,Zone 7's revenues are down. BUT instead of trimming <br /> their costs, meaning'live within their budget,'they take pay raises&charge water users MORE <br /> (currently 35%more I'm told and in the future another 19%rate increase Jan 2017. (There is talk by <br /> them of putting this off a year. Perhaps because we are so upset.) <br /> no EN J /71LqiG <br />
