school students walking to the Library and also urged additional consideration of adding the <br /> Pleasanton Unified School District offices to the plan <br /> Youth Commission The Youth Commission was supportive of the plan as proposed but were <br /> very interested in having a café or some other food and drink service at the Community Center <br /> or Library They were specifically supportive of forgoing a dedicated Youth or Teen Center <br /> provided that youth and teens had access to the facilities in the Community Center <br /> Planning Commission The Planning Commission was also generally supportive of the plan as <br /> proposed Some commissioners expressed opinions about support for the three story parking <br /> structure if it could reduce the number of surface spaces needed, and opposition to housing on <br /> the current civic center site Individual commissioners expressed concern over the loss of the <br /> civic center function in the more central downtown area, and whether we needed a community <br /> center <br /> Library Commission The Library Commission was generally supportive of the plan as proposed <br /> A few commissioners had some concerns about the relocation of the civic center outside of the <br /> current downtown area Other commissioners expressed similar concerns over pedestrian <br /> safety similar to those as expressed by the Task Force Also of concern was the draft plan <br /> Appendices showing a Library square footage of 67,517 square feet, which would not meet the <br /> one square foot per person in the community rule of thumb for sizing libraries, or address <br /> potential space needs for future population growth <br /> Civic Arts Commission The Civic Arts Commission was generally supportive of the plan and <br /> the proposed move of the Civic Center and Library to the Bernal property Several <br /> Commissioners felt that the amphitheater should be larger and be designed (with access to <br /> bathrooms, provision of power and lighting, etc ) to accommodate larger performances There <br /> was also consensus that if the planned performing arts center on Bernal were to be removed <br /> from the plan, renovation to the Amador Theater was essential One commissioner thought the <br /> Community Center should be larger One commissioner supported the location of the Library <br /> and Community Center on the Bernal property but questioned whether other Civic Center <br /> functions needed to go there A different Commissioner supported the move but felt the police <br /> department did not need to be on the Bernal property <br /> Parks and Recreation Commission The Master Plan will be discussed by the Parks and <br /> Recreation Commission on November 10 Staff will report the results of that discussion at the <br /> City Council Meeting <br /> Project Schedule <br /> Staff recommends that the required changes to the Bernal Property Specific Plan and any <br /> financing proposals that require voter approval be placed on the ballot in November 2018 This <br /> would allow time for the completion of the Downtown Specific Plan and the planned land <br /> 4of5 <br />
