4 Program Efficiencies The program for the project has been designed to allow for modest <br /> growth in City employment but also to make efficient use of space through sharing of <br /> facilities between departments, e g , conference rooms will be shared by various <br /> departments, meeting spaces in the community center and library would be available for <br /> City meetings, and the library and community center would share a lobby and heating <br /> and cooling systems <br /> 5 Pedestnan Connections and Safety The Task Force discussed safety of pedestrians <br /> extensively, particularly related to visitors crossing the extension of Pleasanton Avenue <br /> from the parking deck, Pleasanton Middle School students walking to the library, and <br /> visitors from downtown crossing Bernal Avenue The Master Plan provides guidance for <br /> future design solutions including the possibility of providing a walkway over the railroad <br /> tracks from the middle school to the Civic Center site <br /> 6 The Addition of a Community Center Early on in the process, the Task Force determined <br /> they would be recommending the inclusion of a community center, consistent with several <br /> adopted plans and policies The facility would be able to accommodate large events such <br /> as weddings and would address some of the inadequacies of the Senior Center for such <br /> events It would also include a number of classroom and meeting spaces that would be <br /> available to youth and the broader community, an arrangement that Youth Commission <br /> representatives found preferable to an independent youth center <br /> Required Approvals <br /> Approval of the Master Plan as currently envisioned would require several amendments to <br /> existing policy documents and adopted plans including the General plan, the Bernal Property <br /> Phase II Specific Plan, the Bernal Community Park Master Plan, the Park and Recreation <br /> Master Plan, the Cultural Plan Update, the Youth Master Plan These changes are primarily <br /> related to the replacement of the Cultural Arts Center (and large Performing Arts facility) on the <br /> Bernal Property with the uses called for in the Civic Center Library Master plan The relevant <br /> sections of those plans are summarized in Section 2 2 of the Draft Master plan <br /> Input from the Public <br /> Public outreach has included focus group discussions with the Chamber of Commerce Economic <br /> Development and Government Relations (EDGR) Committee, and the Pleasanton Downtown <br /> Association (PDA) Downtown Vitality Committee While there was general support for proposal, <br /> concerns expressed included concern over what land uses would replace the current civic <br /> center, and the costs of the project Two public Open houses were also held at the library to <br /> hear from the general public They were attended by approximately 200 people A complete list <br /> of public comments are provided in Section 6 1 of the Draft Master Plan <br /> Input from the Commissions and Economic Vitality Committee <br /> The project has been reviewed by several City Commissions and the Economic Vitality <br /> Committee Their comments are summarized below <br /> Economic Vitality Committee The Committee unanimously supported the plan but also <br /> expressed concerns about the cost of the project and how it would be funded They also wanted <br /> to know how the process would interface with the Downtown Specific Plan and had concerns <br /> about moving forward without knowing what uses would be planned for the current civic center <br /> site They also supported all of the proposed parking in the plan stating they didn't think there <br /> could be too much Some members echoed the Task Force's concern about the safety of middle <br /> 3 of 5 <br />
