BACKGROUND <br /> The Pleasanton Pioneer Cemetery Master Plan, adopted by City Council on November <br /> 18, 2014, identified the Veterans Memorial as a component of the improvements planned <br /> for the cemetery. A local group of veterans interested in establishing a memorial in the <br /> cemetery designed a conceptual plan of the memorial. After adoption of the master plan, <br /> the veterans finalized their conceptual plans; which were eventually approved by the <br /> Parks and Recreation Commission and the City Council. City Staff then hired landscape <br /> architect Keller Mitchell in November 2015 to take the conceptual designs and create <br /> biddable construction documents for the memorial. Working closely with the veterans <br /> group, contract documents were finalized in March 2016. The project was then advertised <br /> for construction bid with a bid opening date established as April 26, 2016. <br /> On June 7, 2016, Pleasanton's City Council awarded the contract to the lowest <br /> responsible bidder, Goodland Landscape Construction, Inc., in the amount of $390,000. <br /> Council authorized the Director of Engineering to approve change orders up to the project <br /> contingency amount of $40,000. The approved project budget totaling $520,000 also <br /> included design, geotechnical testing, advertising and plan duplication costs. <br /> DISCUSSION <br /> After construction began it was determined that the existing mainline irrigation pipe in the <br /> cemetery, which was made of galvanized steel, had several leaks and needed to be <br /> replaced. Since this pipeline was installed under the main drive aisle up to the monument, <br /> replacing it caused the old pavement to become severely deteriorated. The cost <br /> negotiated with the contractor to replace the pipeline and repave the main drive aisle was <br /> $76,832.88. Because this amount was beyond the contingency approved for the project <br /> at time of award, on September 6, 2016, Council approved the change order and <br /> additional funding of $76,832.88 for irrigation repairs and paving. <br /> The project was constructed on budget, on schedule, has been completed and is ready <br /> for acceptance. <br /> Staff recommends transfer of the project balance of $59,191 back to the Pioneer <br /> Cemetery Master Plan Implementation Reserve. <br /> Submitted by: Fisca Review: Approved by: <br /> 51i,t/\ <br /> 41'W /irkpatrick Tina Olson Nelson Fialho <br /> Director of Engineering Director of Finance City Manager <br /> Attachments: <br /> 1 .
