BACKGROUND <br /> In 2016, a resident of Riddell Street contacted City staff to voice their concern regarding <br /> the high traffic volume along Riddell Street during the AM commute period. Staff <br /> collected traffic counts along Riddell Street, and the count data confirmed that the <br /> volumes are much higher than expected in the AM peak period. <br /> DISCUSSION <br /> Twenty five homes are located along Riddell Street and four homes are located along <br /> Happy Valley Road adjacent to Riddell Street. The average number of trips per <br /> household during the AM peak hour on a weekday is 0.75, and the expected AM hourly <br /> volume along Riddell Street should be about 22 vehicles. Based on the traffic data <br /> collected, the average number of vehicles along Riddell Street during the AM peak <br /> hours range from 100 to 300 vehicles, depending on the level of congestion on 1-680 <br /> and the Sunol Boulevard southbound on ramp. The additional trips are cut-through <br /> traffic that uses Riddell Street to avoid the congestion at the 680/Sunol Boulevard <br /> interchange (most of the cut-through uses Riddell then makes a right on Happy Valley, <br /> and then another right on Sunol to get back to the 1-680 interchange where they can <br /> make a left turn onto the loop ramp). <br /> To eliminate the cut-through traffic during the AM peak commute period, the residents <br /> and City staff recommend a left turn restriction from westbound Sunol Boulevard to <br /> southbound Riddell Street.
