BACKGROUND <br /> The Functional Classification Map is a means of categorizing roadways based on the <br /> type of service they are intended to provide Definitions are as follows <br /> o Interstates, and freeways and expressways provide a high level of mobility with <br /> limited entry points These roadways generally do not provide direct access to <br /> abutting land <br /> © Principal and Minor Arterials serve the major activity centers These streets carry <br /> high traffic volumes and provide land access through limited driveways The <br /> arterial roadways carry the majority of trips entering and leaving the urban area <br /> ® Collector Roads provide both land access and traffic circulation by collecting <br /> traffic from local streets and channeling it into the arterial roadway system <br /> o Local Roadways (both residential and commercial) provide maximum access to <br /> the abutting land through frequent driveways, and provide access to the higher <br /> level roadway system of collectors and arterials <br /> Caltrans is responsible for maintaining the roadway functional classification for <br /> California Incorporated cities are responsible for initiating changes to the functional <br /> classification of city streets A resolution of the City Council is required by Caltrans and <br /> the Federal Highway Administration (FHWA) to initiate any changes in the classification <br /> map <br /> The California Vehicle Code (40802) specifies that any "non-local" roadway identified on <br /> the map can be enforced by radar only if the speed limit is justified by an Engineering <br /> and Traffic Survey Local roadways are exempt from this requirement and may be <br /> posted as 25 mph and enforced by radar Changing the classification of Independence <br /> Drive to a local road would allow for radar speed enforcement of the 25 mph speed limit <br /> Independence Drive (between Bernal Avenue and Junipero Street) is currently <br /> classified as a collector and is currently posted at 30 mph With the recommended <br /> classification change to local the portion of Independence Drive (from 300 feet south of <br /> Crystal Lane to Junipero Street) can be changed from a 30 mph speed limit to a 25 mph <br /> speed limit The 30 mph speed limit on the portion of Independence Drive from 300 feet <br /> south of Crystal Lane to Bernal Avenue would remain unchanged (this portion of <br /> Independence Drive has no fronting residents) <br /> The portion of Independence Drive from Junipero Street to Lund Ranch Road already is <br /> a local roadway and posted with a 25 mph speed limit There would be no change to <br /> the speed limit or roadway classification for this portion of Independence Drive <br /> Page 2 of 4 <br />
