• THE CITY OF .n:r 7'o'1 COTV COUNCOL AGENDA REPORT —)L£ASANTONc November 15, 2016 Community Development Traffic Engineering Division TITLE: ADOPT A RESOLUTION APPROVING CHANGES TO THE FEDERAL ROADWAY CLASSIFICATION MAP WITHIN THE CITY OF PLEASANTON AND AN ORDINANCE AMENDING TITLE 11, CHAPTER 11.20, SECTION 11.20.010 OF THE PLEASANTON MUNICIPAL CODE CHANGING A SPEED LIMIT SUMMARY The Functional Classification Map is maintained by Caltrans and the Federal Highway Administration Any updates to this map must be approved by City Council resolution The California Vehicle Code requires that every road identified on this map must have a speed survey completed to establish the speed limit There is one roadway on this map that needs to be downgraded to a local roadway classification in order to post and enforce a 25 mph prima facie speed limit RECOM, 1ENDATION Staff recommends review and adoption of the resolution approving changes to the Functional Classification Map to reflect downgrading one street to a local roadway in order to facilitate enforcement efforts Staff also recommends the adoption of the ordinance changing the posted speed limit on Independence Drive (from 300 feet south of Crystal Lane to Junipero Street) from 30 mph to 25 mph FINANCIAL STATEMENT The Functional Classification Map is used to guide federal funding Elimination of these local roadways from the classification map prohibits these roadways from receiving federal funding This does not limit the amount of federal funding the City receives, but may limit the locations where federal funding could be used Several grants, like the Office of Traffic Safety grant, only fund projects on roadways not on this map, so removal of these roadways may improve grant opportunities in some cases There is a onetime cost of $700 to replace the existing speed limit signs
