• <br /> THE CITY OF <br /> .n:r 7'o'1 COTV COUNCOL AGENDA REPORT <br /> —)L£ASANTONc <br /> November 15, 2016 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: ADOPT A RESOLUTION APPROVING CHANGES TO THE FEDERAL <br /> ROADWAY CLASSIFICATION MAP WITHIN THE CITY OF PLEASANTON <br /> AND AN ORDINANCE AMENDING TITLE 11, CHAPTER 11.20, SECTION <br /> 11.20.010 OF THE PLEASANTON MUNICIPAL CODE CHANGING A <br /> SPEED LIMIT <br /> SUMMARY <br /> The Functional Classification Map is maintained by Caltrans and the Federal Highway <br /> Administration Any updates to this map must be approved by City Council resolution <br /> The California Vehicle Code requires that every road identified on this map must have a <br /> speed survey completed to establish the speed limit There is one roadway on this map <br /> that needs to be downgraded to a local roadway classification in order to post and <br /> enforce a 25 mph prima facie speed limit <br /> RECOM, 1ENDATION <br /> Staff recommends review and adoption of the resolution approving changes to the <br /> Functional Classification Map to reflect downgrading one street to a local roadway in <br /> order to facilitate enforcement efforts Staff also recommends the adoption of the <br /> ordinance changing the posted speed limit on Independence Drive (from 300 feet south <br /> of Crystal Lane to Junipero Street) from 30 mph to 25 mph <br /> FINANCIAL STATEMENT <br /> The Functional Classification Map is used to guide federal funding Elimination of these <br /> local roadways from the classification map prohibits these roadways from receiving <br /> federal funding This does not limit the amount of federal funding the City receives, but <br /> may limit the locations where federal funding could be used Several grants, like the <br /> Office of Traffic Safety grant, only fund projects on roadways not on this map, so <br /> removal of these roadways may improve grant opportunities in some cases <br /> There is a onetime cost of $700 to replace the existing speed limit signs <br />
