BACKGROUND <br /> The update to the Downtown Specific Plan is identified as a City Council priority On <br /> July 19, 2016, City Council directed staff to initiate the update to the Specific Plan As <br /> part of the consultant selection process for the project, staff prepared and distributed a <br /> Request for Proposals (RFP) Staff received seven responses and ultimately <br /> interviewed three teams Since the RFP for the project identified the allocated budget <br /> as $200,000, all firms that submitted proposals put forward budgets of $200,000 or <br /> close to $200,000 <br /> Staff is recommending the Dyett & Bhatia team because of its experience and <br /> understanding of the project, and the specific expertise of the subconsultants that are <br /> proposed as part of its team Dyett & Bhatia's team consists of three sub-consultants <br /> with expertise in architectural design (Urban Field Studio), landscape architecture <br /> (Callander Associates), and land use economics (Economic & Planning Systems, Inc <br /> (EPS)) Both Callander Associates and EPS are familiar with the area around <br /> Downtown Pleasanton because of their work on the Civic Center Master Plan After the <br /> interview process, staff asked Dyett & Bhatia to refine the scope and associated budget <br /> to include attendance at a minimum of ten (10) task force meetings, a dedicated website <br /> for the effort, and a contingency budget Therefore, the attached contract is for <br /> $239,000, with a 15% ($36,000) contingency, for a total of$275,000 <br /> DISCUSSION <br /> The proposed professional services agreement with Dyett & Bhatia is for services <br /> related to the update to the Downtown Specific Plan project Dyett & Bhatia are <br /> experienced planning and urban design professionals Dyett & Bhatia would work with <br /> the Downtown Specific Plan Update Task Force members, stakeholders and community <br /> members, and lead a team of sub-consultants who are professionals with experience in <br /> downtown planning to complete this project <br /> The project scope does not at this time include an assessment of utility infrastructure or <br /> environmental review Since the significant changes to land use (primarily that of the <br /> Civic Center site) have not yet been determined, it is unclear what infrastructure <br /> analysis, if any, would be necessary Similarly, work related to environmental review <br /> and transportation modeling will need to be assessed at a future time In addition, it is <br /> anticipated that a focused update to the Downtown Design Guidelines may be <br /> necessary at a future date once the Downtown Specific Plan land use program has <br /> been finalized <br /> PROPOSAL <br /> The proposed scope of work and budget are included as Attachment 2 The Dyett & <br /> Bhatia team will work with the Downtown Specific Plan Update Task Force, other <br /> stakeholders, and the community to identify issues and priorities, evaluate current <br /> conditions and opportunity sites, and alternatives In addition to public workshops to <br /> solicit public feedback, the team also proposes to use Maptionnaire, a tool for online <br /> interactive public outreach in order to gain broad public input from the community EPS <br /> will also be providing a financial assessment (specific to the Civic Center site) and fiscal <br /> analysis (applicable to the Downtown Specific Plan area) <br /> Page 2 of 3 <br />
