BACKGROUND <br /> The Altamont Regional Rail Working Group includes elected officials from the City of <br /> Pleasanton (Mayor Thorne), the City of Dublin, the City of Livermore, Alameda County, <br /> the City of Tracy, BART, ACE, LAVTA, San Joaquin County, and representatives from <br /> the East Bay Leadership Council, Innovation Tn-Valley Leadership Group, and the San <br /> Joaquin Partnership The Working Group has been meeting bi-monthly since February <br /> 2016 At their meeting on September 14, 2016, the group voted to ask its members <br /> agencies to bring a resolution to their respective legislative bodies supporting a direct <br /> rail connection between BART and ACE in the Tn-Valley <br /> DISCUSSION <br /> The Northern California Megaregion (including the nine Bay Area counties, the <br /> Monterey Bay Area (Santa Cruz, San Benito, and Monterey Counties), the Sacramento <br /> Area (Sacramento, Yolo, Sutter, Yuba, Placer, and El Dorado Counties), and the <br /> Northern San Joaquin Valley (San Joaquin, Stanislaus, and Merced Counties) has a <br /> population of 12 2 million people Housing prices in the Bay Area have resulted in a <br /> large influx of population into the inland portions of the megaregion resulting in <br /> approximately 69 percent of the mega-regions workers to cross regional lines to their <br /> jobs Commuters from the northern San Joaquin Valley over the Altamont Pass and <br /> along 1-580 in the Tn-Valley have resulted in particularly extreme congestion in both the <br /> AM and PM commutes The slow traffic inhibits the movement of freight along this <br /> corridor, reduces productivity, and generates significant adverse greenhouse gas <br /> impacts A direct connection between ACE and BART (as opposed to the current bus <br /> shuttle service) would create a more attractive and practical commute alternative to <br /> driving on 1-580 and would improve inter-regional mobility <br /> Submitt by Approved by <br /> /4.-k-tisk-- idi/ <br /> Brian Dolan Nelson Fialho <br /> Assistant City Manager City Manager <br /> Attachment Draft Resolution <br /> Page 2 of 2 <br />
