Mayor Thorne closed public comments. <br /> 2. Direction to staff regarding the draft Bicycle, Pedestrian and Trails Master Plan <br /> Councilmember Pentin commented positively on the priority matrix and spoke regarding creating a <br /> climate where people of all ages and abilities can use bicycle boulevards and safe bicycle routes <br /> through the City within the next five years. He added that on those projects where only studies are <br /> designated, he would like them to indicate studies and construction. He referenced the cities of Davis <br /> and Portland as platinum level bicycle facilities noting that if it can be done there, it can be done in <br /> Pleasanton. He referenced the matrix and ranking, noted the need to address the "big things", <br /> suggested considering opportunities that arise, and stressed the need to address the intersection of <br /> Stanley and Bernal, as soon as possible as well as the engineering study on the long-term. <br /> Councilmember Narum agreed with the general criteria used in the priority matrix but expressed <br /> concerns that safe routes to school was not weighted as heavily as connectivity and pedestrians. She <br /> felt that creating ways for kids to bicycle to school, safely, should be an area of focus. She added that <br /> even casual bikers should be able to ride safely, agreed with the network including all ages and <br /> abilities and liked the pedestrian hybrid beacons as well as new facilities. <br /> Councilmember Olson noted that the City should go after the low-hanging fruit, first; agreed that road <br /> surfaces are an issue and that safe routes to school should be weighted as heavily as connectivity and <br /> pedestrians; liked the idea of the pedestrian hybrid beacon; and liked the idea of varied timing for <br /> pedestrians and bicycles versus automobiles. He stated that he would bike more if he felt safer and <br /> suggested allocating certificate of occupancy funds for the development on Stanley towards this effort <br /> and that the City reevaluate what type of funding to pursue. <br /> Councilmember Brown spoke in support of protected, buffered lanes, especially near schools; agreed <br /> with the need for road resurfacing; supported including intersections in the priority matrix; she agreed <br /> with the proposed network for all ages and abilities; supported the protected right turns; stated she <br /> would like to see more bicycle boulevards; and commented on proceeding on the near- middle- and <br /> long-term goals for the intersection of Stanley and Bernal. <br /> Mayor Thorne commented positively on the Master Plan; noted increased interest in cycling; <br /> suggested placing safety and safe routes to school on the top of the priority matrix; agreed with the <br /> near-term needs of the community; liked the beacons and protected, buffered lanes, especially near <br /> schools; commented on split corridors and resurfacing roads and stated he will work with staff to <br /> understand the retaining wall and improving safety at Stanley and Bernal, as soon as possible. <br /> Councilmember Olson addressed speed limits and agreed with studying the matter, as needed. <br /> MOTION: It was m/s by Pentin/Brown to direct staff to move forward with the near- and medium-term <br /> projects as soon as possible.
