THE CITY OF <br />... <br />pLEASANTONC <br />GEOLOGIC HAZARD ABATEMENT DISTRICT <br />AGENDA REPORT <br />October 4, 2016 <br />Engineering <br />TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH <br />ENGEO, INC. TO MONITOR GEOLOGIC HAZARD ABATEMENT <br />DISTRICTS (GHADS) FOR LAUREL CREEK ESTATES, LEMOINE <br />RANCH ESTATES, MOLLER RANCH, AND OAK TREE FARM <br />SUMMARY <br />A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br />formed for the purpose of prevention, mitigation, abatement, control and routine <br />maintenance of geologic hazards. There are four OHADs within the City of Pleasanton: <br />Laurel Creek Estates, Lemoine Ranch Estates, Moller Ranch, and Oak Tree Farm. The <br />source of funding for the GHADs is an annual assessment from each property within the <br />District. <br />The City's geotechnical engineering consultant monitors the GHADs' geologic and <br />storm drainage infrastructure biannually by performing field inspections. Additional field <br />inspections may be conducted following heavy rain events. Based on their monitoring, <br />the consultant may recommend routine maintenance work, repairs to slope stabilization <br />infrastructure, and repairs to significant landslides or other geological movement. If <br />repairs are needed, the consultant would prepare construction plans for the work. <br />The current GHAD consulting services contract has expired. Staff advertised a Request <br />for Qualifications (RFQ) requesting Statements of Qualifications (SOQ). Four firms <br />expressed interest by registering as "RFP proposers" on ebidboard.com. Three other <br />firms were notified by staff of the RFQ; one of those, ENGEO, Inc., responded by <br />submitting an SOQ. Staff reviewed the SOQ and determined it was complete and <br />responsive to the RFQ and that ENGEO has the experience to provide the needed <br />services. Staff recommends that the City Council approve a professional services <br />agreement with ENGEO. <br />RECOMMENDATION <br />1. Convene as the Board of Directors for the Laurel Creek Estates, Lemoine Ranch <br />Estates, Moller Ranch, and Oak Tree Farm Geologic Hazard Abatement Districts. <br />2. Approve the attached professional services agreement with ENGEO, Inc. <br />3. Authorize the City Manager to execute the attached professional services agreement <br />with ENGEO, Inc. <br />FINANCIAL STATEMENT <br />The GHAD monitoring is funded by the individual GHAD funds. Properties located in <br />each GHAD pay annual assessments into the appropriate GHAD fund. The City pays <br />its share into the GHAD funds for City -owned parcels, such as water tanks and pump <br />5 <br />
