wall. New fencing, retaining walls, or precast walls installed beyond the front of the <br /> historic home shall be limited to: <br /> a. Picket style fencing on the north (front) and not exceed 42-inches in height; <br /> or <br /> b. 30-inches in height if solid on the west property line. <br /> Changes/modifications to the existing fencing on the east side of the project site <br /> shall be subject to the review and approval of the Community Development <br /> Director prior to changes/modifications being made. <br /> 17. The applicant shall retain tree Nos. 49, 51, 53, 54, 55, and 56 referenced in the <br /> Hort Science Tree Report, dated "June 20, 2016," on file with the Planning Division. <br /> Prior to issuance of a grading or building permit, the project developer shall install <br /> a temporary six foot tall chain-link fence (or other fence type acceptable to the <br /> Director of Community Development) generally along the existing tree drip lines, <br /> as shown on the plans. The fencing shall remain in place until the final landscape <br /> inspection by the Community Development Department. Removal of such fencing <br /> prior to that time may result in a "stop work order." Said revisions shall be subject <br /> to the review and approval by the Director of Community Development prior to <br /> issuance of a building permit. <br /> 18. Prior to issuance of building permits, the applicant shall pay into the City's Urban <br /> Forestry Fund for the value of each tree removed for approval, Nos. 43-48, 50, and <br /> 52 in the Hort Science Tree Report dated "June 20, 2016," on file with the Planning <br /> Division. <br /> 19. The only off-site tree approved from removal is the walnut tree (tree No. 43). Any <br /> proposed pruning of the remaining street trees (Nos. 51 and 54) to accommodate <br /> the proposed development shall be subject to approval by the City Landscape <br /> Architect prior to pruning. Pruning shall be conducted by a certified arborist familiar <br /> with the International Society of Arboriculture pruning guidelines and shall comply <br /> with the guidelines established by the International Society of Arboriculture, Tree <br /> Pruning Guidelines, current edition, to maintain the health of the trees. In addition, <br /> the following tree preservation methods shall be followed for the City street trees <br /> to be preserved: <br /> a. The applicant shall utilize his best efforts to locate any new utility trenches <br /> outside the dripline of the existing street trees to be saved. If this is not <br /> feasible, then the applicant shall submit a report from a certified arborist <br /> acceptable to the City that indicates the trenching will not be detrimental to <br /> the health of the tree. <br /> P16-1201, P16-1202 & PUD-120, Catalyst Development City Council <br /> Page 4 of 30 <br />
