TASK FORCE ROLE AND GUIDING PRINCIPLES <br /> To ensure a successful and timely process, it is important to define the role of the <br /> Downtown Specific Plan Task Force prior to the start of the process to assure City <br /> expectations are being adequately addressed. To that end, staff's initial thoughts on the <br /> Task Force's role and responsibilities are identified below for the City Council's <br /> consideration. <br /> e Be informed, collaborative and solution oriented. Be committed to attending <br /> meetings, reading staff information, and being prepared to balance individual and <br /> minority interests for the overall benefit of the community. <br /> e Provide a forum for community discussion. Actively engage the community <br /> in a constructive dialogue about the options for the Civic Center site and other <br /> sites in Downtown, as well as land uses along Main Street, the role of office, <br /> commercial, and residential land uses, and the potential for infill housing. <br /> e Provide input on draft products. Review and provide input on draft options for <br /> land use and circulation plans, and draft goals, policies, and programs, and the <br /> incorporation of existing policy documents. <br /> e Provide recommendations as requested by City staff.
