Tim Ward of Ward Architects commented on nearby transit opportunities and addressed the existing oak trees, colors, challenges with story poles, changes recommended by staff and the non-reflective metal roofs. Brief discussion followed regarding using bricks on the proposed patios. Gene Finch spoke in support of the project. Alok Damireddy spoke in support of the project and requested the setback of the building near his residence to be five feet instead of four feet in order to preserve his privacy. He expressed concerns regarding obstruction of his views and suggested removing the windows on the north side of Building 3. Tom Gallagher commended the Planning Commission for their work on this project as well as City staff. He opined the project will enhance the extension of downtown and commented on the possibility of a new Civic Center, in the future. He felt that retail uses will not create too much traffic and spoke in support of the project. Discussion followed regarding the inclusion of landscaping to mitigate privacy issues. It was noted that the minimum setback on the north side is five feet and goes up to eight feet. Ensuing discussion pertained to the number of windows on the north side of Building 3. Mike Carey explained his preference for Option 2 in terms of landscaping and parking and agreed with adjusting the curb cut as suggested by Council. Mr. Weinstein noted everything possible will be done to ensure the viability of the oak trees. Mayor Thorne closed the public hearing. Councilmember Narum spoke positively regarding the increased vitality of downtown and spoke in support of keeping the project design, flexible. She commented on doing as much as is possible to save two existing oak trees and supported Option 2. She suggested moving the south curb cut three feet, away from the tree. Councilmember Olson noted this is a gateway project for downtown and spoke positively regarding the project. Councilmember Brown spoke in support of the project. Councilmember Pentin spoke positively regarding the project and the architecture suggested future discussions relative to story poles. Mayor Thorne commented on upcoming downtown projects and spoke in support of the project. MOTION: It was m/s by Narum/Pentin introduce Ordinance No. 2150 approving application for a certificate of appropriateness and planned unit development rezoning and development plan approval as filed under case PUD-118, waived full reading and adopted Resolution No. 16-884 approving a Growth Management agreement and accepted staff recommendations, including the changes in the conditions of approval, accepted Option 2 with the seventh parking spot on Bernal, blocked with pavers, with enhanced landscaping and moving the south curb cut three feet away from the tree.
