Negative Declarsation <br />2. site Plan <br />On June 10 1571, your Commission approved a conditions/ use permit <br />for St. Clare's Spieeopal ChurOk to allow the construction and opera- <br />tion of a church os property ocated at the northwest corner of <br />Ropyard Road and Valley Trails Deity South. On July 13, 1177, <br />you granted a years extension for that coedittoas; use. St. Clare's <br />Le now proposing to sell approximately i-sere of their property to <br />the Allsol Masonic Lodge. the lodge lateade to construct an approxi- <br />mately $,060 sq. ft. lodge building on the property. Lodges are <br />conditionally allowed uses le the NN 6tstriot, therefore, the Mesons <br />have applied for a conditional use permit to allow the establishment <br />of their lodge on this property. <br />The alts plea which accosgenies this report shove the church and <br />parking area as it was approved by your Comrelseioo awn July ll. 1177• <br />The northers approximately 1/3 of the property was shown as vacant <br />at that ties. The Masons intend to conattuot their ledge building <br />to the north of the proposed church parking lot. They hope to utilise <br />joint parking facilities with the church, but if that is not possible <br />they would construct additional parking adjacent to the lodge building. <br />One of the positive features of the conditional use permit approved <br />for she church was that all structures were shown on the southern <br />pert of the parcel considerably removed from the residences north of <br />the subject property. The current proposal shows the lodge building <br />and a possible future parking in that intervening upper sone. rthile <br />lodge meetings are normally staid affairs which do not generate much <br />coition, lodge buildings are coa+oonly ranted for non -lodge affairs <br />such as wedding receptions and parties which can be nuisance creating. <br />Physical separation of such facilities from residences, therefore, <br />would normally be desirable. *11. it might be preferable to have the <br />lodge building farther sough on the propestr, 1. would be possible to <br />design the structure so as to minlaixe any noise which is generated <br />from within. this could be done by prohibiting openings on the north <br />or west eiders of the structure sad, therefore. activity would be <br />focused away from the northern residences. <br />
