Lee: Potentially, we may be getting one or two extra parking spaces on St. John, but we <br />have not taken the exact measurement of the existing condition and how many parking <br />spaces fit in there. With the proposed one curb cut, we are providing 7 parking spaces. <br />Chair Ritter: And no guest spaces. <br />Lee: We're assuming St. John Street will have a guest parking space. <br />Commissioner Nagler: The assumption is that each owner will have two cars. <br />Lee: The requirement is one enclosed and one uncovered space. We're providing two <br />covered spaces per residence. <br />Commissioner O'Connor: This area can be real tight for parking for anyone. Staff, is <br />there a way to tell the owners of these units that they can't park on the street? You <br />know, a lot of people fill up their garages with things and even if you put that in the <br />conditions of approval, there's really not an easy way to manage that. So if they don't <br />have the two spaces available, they'll also be out on the street as well as the guests. I <br />don't know how to solve that real tight parking area. <br />Amos: Your experience is exactly the same that we all discussed before which is, we <br />have the requirement in the conditions of approval that it is disclosed in the CC &Rs and <br />you can try to have enforcement of that, but whether someone decides to park in the <br />street because they know a guest is coming and maybe offer the guest the parking <br />space just to make sure they have it, we can't enforce that. People try lots of different <br />techniques but because it is a public street, we can't tell people they can't park there. <br />Commissioner Nagler: We could though have time specific restricted parking, right? <br />Amos: There could be that depending on where the City Council or the traffic engineer <br />recommends it. We have started enforcing that now on Main Street again and on some <br />of the side streets, so that is happening. <br />Beaudin: We do have a downtown parking strategy and implementation plan. We just <br />got it in draft this week. So I don't want to put all of the burden of downtown parking on <br />that plan but I do think there will be additional opportunities just a block from this <br />location. We've resurfaced as temporary parking, I believe it was 42 spaces, and I <br />haven't seen a car park there yet. <br />Commissioner Nagler: I did the other night. It was full. <br />Beaudin: It was full? Oh, excellent, so I haven't seen that during the day. I'm hoping <br />employees start to migrate there but we are creating spaces where we can and we'll be <br />looking for other opportunities like that as part of the implementation part of the plan. <br />We are looking for ways to add additional parking supply downtown and better <br />managing the supply that we have, and it may come down to limiting the duration of on <br />street parking and really staying the course on our enforcement. <br />Commissioner O'Connor: Did I hear you say temporary parking? <br />EXCERPT: PLANNING COMMISSION MINUTES, March 23, 2016 Page 4 of 18 <br />
