BACKGROUND
The City of Pleasanton maintains approximately 85 acres of developed street and trail
landscape. To assure that these landscaped areas are maintained in proper condition,
the City uses a number of maintenance sources including City employees, contract
landscapers, private vendors for supplies, and as needed service contractors for repairs
to structures. Determining the appropriate maintenance source is conducted by City
staff based on a range of factors including costs, expertise, and quality of service. For
the past 15 years, the City has used landscaping firms to perform median maintenance
as a means of allowing City employees to focus on high use and visibility areas of City
parks requiring specialized maintenance.
As part of staffs analysis for contracted services, it was determined administrative
efficiencies could be gained by including fire station landscape and Main Street in the
median contract. Bids were collected in August with a total of six firms responding to the
median maintenance bid. Staff interviewed the finalists and has identified Terra
Landscape as the most qualified.
Company
Amount
Hours Bid
Hour
Rank
Hourly Labor Rate
Rate
Rank
Terra Landscape
$458,985.00
15600
1
$29.42
1
New Image
Landscape
$468,722.00
14555
3
$32.20
2
MCE Corp
$470,026.80
14357
4
$32.74
3
Frank and
Grossman
$503,667.60
15028
2
$33.52
4
Mike Davis
Landscape
$442,470.00
12094.3
5
$36.59
5
Rubicon Landscape
$440,004.00
10180
6
$43.22
6
DISCUSSION
The scope of work includes trimming, litter and debris removal, and pest control in 85
acres of medians, maintenance of 64 Main Street color bowls, twice weekly Main Street
sidewalk and curb blowing, weekly cleaning of Main Street garbage can lids, and daily
litter removal Monday through Friday at the Johnson Drive Park and Ride.
