BACKGROUND <br /> The City of Pleasanton has a number of arterial and collector roadways that provide <br /> convenient routes throughout the City and provide access to the adjacent cities of Dublin <br /> and Livermore. These roadways provide access to commercial, transit, employment, and <br /> recreational areas. The 1-580 and 1-680 overcrossings were designed primarily for auto- <br /> oriented uses, which means higher vehicle speeds, vehicular congestion, and limited <br /> bicycle and pedestrian facilities. <br /> One of the main goals of the Pleasanton Pedestrian and Bicycle Master Plan is to make <br /> the City pedestrian and bicycle friendly to encourage people of all ages, abilities and <br /> means to walk and/or bike. Since the Master Plan was adopted in 2010, a number of <br /> bicycle and pedestrian facilities have been constructed and/or extended along these <br /> north/south and east/west corridors. However, there are significant gaps in the pedestrian <br /> and bicycle network that exist at the 1-580 and 1-680 overcrossings. Improving these <br /> overcrossing locations will result in a more desirable experience for both pedestrians and <br /> bicyclists. <br /> Based on a not to exceed budget of$80,000, City staff expects this professional services <br /> agreement with BKF to provide a report that includes a survey of all eight freeway <br /> interchange locations to establish the existing conditions, develop the 35% design plans, <br /> and project cost estimates for construction of each of the eight interchange <br /> improvements. <br /> DISCUSSION <br /> The City received two proposals in response to the overcrossing improvements RFP from <br /> the following consultants: BKF Engineers and CSG Consultants, Inc. The two proposals <br /> were within $1,000 of each other. Staff recommends that the contract be awarded to BKF <br /> Engineers based on their detailed proposal and experience. <br /> Schedule <br /> The proposed schedule for the subject project is as follows: <br /> Award of Contract: September 13th, 2016 <br /> Notice to proceed: September 14th, 2016 <br /> Project kick-off meeting: October 2016 <br /> Submittal of Concept Plans: November 2016 <br /> Draft Interchange Plan Documents: January 2016 <br /> Final Interchange Plan Documents: April 2017 <br /> Page 2 of 3 <br />
