In terms of economic impacts, Ms. Herman reported the method of analysis was the same for both the proposed zone and the initiative project. The economic impact analysis completed in the ER included a case study analysis that looked at Costco developments in other communities proximate to Pleasanton to determine their impacts. In all cases, it was found there were no negative impacts on the existing sales base and in fact, in some instances, Costco actually became a draw for additional retail. Vice Mayor Narum closed the public hearing. Members of Council commented positively on the report. Presentation on the redesigned city permitting and zoning website — pleasantonpermits.com, including the launch of two new online tools —ZoningCheck and OpenCounter Associate Jennifer Hagen provided the staff report. Associate Planner Hagen provided details of the revamped pleasantonpermits.com website, noting the two new applications that will help facilitate access to the City's land use regulations: ZoningCheck site and OpenCounter. Associate Planner Hagen's presentation included short videos illustrating how to maneuver through both sites. She concluded her presentation by noting that the City's one-stop permit portal to make the process more efficient and reported that staff will proceed with other outreach and education efforts. She also thanked the City Council for their support. In response to Councilmember Narum's inquiry, Associate Planner Hagen stated that new business will not be able to complete their business license application through the website, at this time. Currently, they are referred to the Business License Department. However, business owners can renew their business licenses online. Vice Mayor Narum suggested asking the Chamber of Commerce if they would be interested in a presentation. In reply to Councilmember Olson's question, Community Development Director Beaudin noted that at this time, there will be no net change in staffing as a result of the new applications. However, over time, it will allow staff to save time on zoning inquiries, and should also the Community Development Department to reallocate staffing resources to other projects and priorities. Councilmember Pentin observed that some of the content is small and hard to read and asked staff to consider adjusting the font size.
