She addressed increases in rental <br /> prices, the importance of discretionary income, impacts of the affordable housing crisis, the public and <br /> stakeholder process to place the bond measure on the November ballot and criteria for the bond <br /> program. She presented an overview of the program framework, homeowner program components, <br /> rental housing programs, the geographical allocation model and the innovation and opportunity fund. <br /> She provided income limits for Alameda County and offered to respond to questions from Council. <br /> Mayor Thorne opened the item for public comment. <br /> Suguna Vepa a board member of the Housing Concession of East Bay and mother of a disabled <br /> daughter, spoke regarding the importance of the bond for providing much-needed affordable housing <br /> for low-income families, seniors, veterans and people with disabilities. She urged Council to support <br /> the matter. <br /> Claire Chow a social worker for Pleasanton Gardens, spoke about the need for affordable housing in <br /> the City and encouraged Council to support the housing bond. <br /> Christine Steiner spoke about her moving to Pleasanton fifty years ago and noted that few people could <br /> afford to buy homes in Pleasanton, today. She spoke in support of affordable housing and in support of <br /> the bond measure. <br /> MOTION: It was m/s by Olson/Pentin to direct staff to place this item on a future agenda, prior to the <br /> November election, so that Council could consider formally endorsing the bond measure. Accepted supplemental report on effects of initiative petition limiting retail uses to less than <br /> 50,000 square feet in the Johnson Drive Economic Development Zone <br /> Mayor Thorne recused himself from this matter, turned the meeting over to Vice Mayor Narum and <br /> departed the Chambers. <br /> Vice Mayor Narum stated that in a prior meeting, there was not enough time for Council to have staff <br /> complete an elections code report, sometimes called a 9212 report, and still meet the deadlines to <br /> place the initiative on the November ballot. So instead of a 9212 report, Council asked staff to generate <br /> a report comparing the effects of the proposed economic development zone to the effects of the <br /> initiative project, which is essentially the same thing as a 9212 report, but that would be presented after <br /> the matter was placed on the ballot. <br /> Community Development Director Gerry Beaudin introduced Christy Herron with ESA and Amy Herman <br /> with AHL Economics and Katherine Tellez with Fehr & Peers, consultants who were contracted to <br /> provide the comparison report.
