staff report, the applicant indicated his intent to further revise the plans to eliminate the office <br /> space within Residences 2 and 3 and retain and increase the first-floor office/retail space in <br /> Residence 1 to approximately 374 square. The revised project was reviewed by the Planning <br /> Commission at the meeting held July 13, 2016. <br /> During the July 13 meeting, the Commissioners were supportive of the changes to Residence <br /> 1 (i.e., adding office/retail space on the first-floor and modifying the street-facing elevation); <br /> however, the Planning Commission concluded that an additional parking space should be <br /> provided to accommodate the additional office/retail space in Residence 1. The Commission <br /> recommended that the existing curb cut on Augustine Street be relocated such that an <br /> additional on-site space could be incorporated into the parking lot without removing the two <br /> heritage-sized trees. <br /> For a detailed description of the discussion at the May 25 and July 13 meetings, please see <br /> the attached Planning Commission staff report and minutes (Attachments 4, Exhibit C, and <br /> Attachment 6). <br /> Since the July 13 Planning Commission meeting, the applicant has revised the plans to: <br /> include an additional parking stall on the south side of Residence 1, modify the south <br /> elevation of Residence 1 to create a more defined office/retail entry by adding larger <br /> storefront windows and a storefront entry door, remove the bathtub from the office/retail <br /> space in Residence 1, and incorporating horizontal or vertical wood siding where metal siding <br /> was previously proposed. Staff notes that the site plan (sheet A4) and floor plans of <br /> Residences 2 and 3 indicate "MU" space; however, this is an oversite and the applicant is not <br /> proposing to incorporate/allow mixed-use within Residences 2 and 3. <br /> The project is now before the Council for final action. <br /> SITE AND AREA DESCRIPTION <br /> The subject site is located on the northwest quadrant of Old Bernal Avenue and Augustine <br /> Street, is approximately 0.28 acre in area, generally trapezoidal in shape, and relatively flat <br /> (refer to Figure 1). The parcel is accessible from two driveways: one on the north side of Old <br /> Bernal Avenue and one on the west side of Augustine Street. There is fencing that varies in <br /> type and height along all property lines and there are three heritage-sized trees and three <br /> non-heritage size trees on-site. <br /> The existing approximately 868-square-foot, single-story dwelling unit, constructed in 1895, is <br /> located in the southeast portion of the site and an accessory structure and multi-car carport <br /> are located on the north side of the property. Workers from the Americo Zaro Gravel <br /> Company resided in the home in the 1940s and 1950s and likely used the brick accessory <br /> structure for equipment storage and the carport for large vehicle storage. Staff notes that the <br /> home was not included in the City's Historic Resource Survey since it is located in an Office <br /> Zoning District and surveys were only conducted for homes in residential zoning districts. <br /> The applicant provided a historic resource evaluation and an addendum to the evaluation <br /> which found that none of the buildings on the site are historic resources (please refer to <br /> Exhibit D in Attachment 4). <br /> Page 3 of 14 <br />
