Mr. Gruber's professional opinion is that the two remaining on-site heritage-size <br /> trees, proposed for retention, may survive construction, but only with implementation of <br /> mitigation measures. Relocation of the curb cut could allow for the creation of an additional <br /> parking space (as recommended by the Planning Commission) and additional tree protection. <br /> Staff recommends this option (Option 1), but also describes another tree mitigation option <br /> (Option 2) in the event Council determines that Option 1 is undesirable. <br /> Option 1 <br /> To ensure the survivability of the northern of the two heritage trees, the driveway along <br /> Augustine Street should be relocated farther south so that the driveway entrance is centered <br /> on the proposed drive aisle. Excavation should be limited <br /> under the dripline of the tree by utilizing a thinner pavement section, approved by the <br /> applicant's geotechnical engineer, so that the subgrade is approximately at existing grade. A <br /> thinner pavement section in the vicinity of the northern oak is also recommended. In addition, <br /> a certified arborist should be on-site during site excavation within the tree driplines and to <br /> provide pruning recommendations.
