BACKGROUND <br /> On November 18, 2014, the City Council approved the Pleasanton Pioneer Cemetery <br /> Master Plan including an extensive Implementation Plan. The City Council also <br /> authorized the allocation of $170,000 to conduct administrative and professional tasks <br /> (Priority 1 Tasks) as detailed in the Master Plan, and directed staff to consider funding <br /> options for immediate and secondary site related needs as detailed in the Master Plan <br /> as part of the FY 2015/2016 CIP budget. <br /> At the June 7, 2016 meeting, City Council allocated $500,000 to the Pioneer Cemetery <br /> Master Plan Implementation Reserve Fund and approved staff's recommendations <br /> regarding Master Plan Implementation in Fiscal Year 16/17. This included Project <br /> Number One and Project Number Two to be completed concurrently with the Veterans <br /> Memorial project. Project Number One provides a more intensive site clean-up prior to <br /> the dedication of the Veterans Memorial. The Master Plan identified these tasks, some <br /> of which are not included in the current maintenance contract, requiring funding to be <br /> drawn from the reserve fund. Project Number Two provides repaving of the central <br /> roadway leading to the Veterans Memorial along with irrigation and plantings along the <br /> roadway. It also addresses the need for storage and parking on the site. <br /> DISCUSSION <br /> Change Order Number One with Goodland Landscape will construct a portion of Project <br /> Number Two; installation of an irrigation mainline running east to west across almost the <br /> entire width of cemetery property, and repaving of the central road which is currently in <br /> poor condition and will become worse due to trenching required to install the irrigation <br /> mainline system. Enhanced landscaping and the required irrigation lateral system along <br /> the road is currently being designed by the City Landscape Architect.
