He requested input from <br /> Council. <br /> Mayor Thorne expressed concerns that the report does not call out what is planned for the Civic Center <br /> site. Staff stated the content of the plan update has not yet been identified. He reported that staff <br /> identified guiding principles and a guiding framework to guide the overall planning process. Staff has <br /> not yet identified any content in terms of the Civic Center. There is a planning document that is <br /> available for the Civic Center site and will be incorporated into the Downtown Specific Plan, once it is <br /> adopted. <br /> Mayor Thorne expressed concern with adding residential downtown. He noted the need to maintain the <br /> vitality of downtown and not overburden the area with residential. He stated the important of a parking <br /> strategy. <br /> Discussion followed regarding the number of Councilmembers to be part of the Downtown Specific Plan <br /> Taskforce. <br /> Councilmember Olson stated that two people from the PDA should participate on the Taskforce as well. <br /> Mayor Thorne stated that the Mayor should participate in the Taskforce. <br /> Vice Mayor Narum commented on the elements to consider and include in the plan and stated she <br /> sees it as a visionary plan rather than just a "refreshing" of the area. <br /> Councilmember Olson agreed and felt that $200,000 as a budget, seems low. He hoped that the City <br /> could get a high level of input from an outside consultant and felt that many of the zoning problems that <br /> have recently arisen, could be handled by staff. <br /> Director of Community Development Beaudin stated that the estimate came in at approximately <br /> $500,000. It was decided to create an initial allocation of $200,000 as a way to scope out what the <br /> project involves. Staff took an initial, modest approach, but it is open-ended. <br /> Councilmember Brown noted that the Civic Center site is key and addressed the school district site, <br /> discussing stylistic buildings that fit and are to scale, reduced Council appointees, incorporating outside <br /> dining and meeting spaces, and having an additional PDA member in the Taskforce. <br /> Councilmember Pentin disagreed with having two PDA members on the Taskforce and commented on <br /> the need for a manageable committee size. He addressed the need for information in terms of who will <br /> determine what will happen to the Civic Center site if it is moved to Bemal and stated he would like to <br /> see this done right and would like to serve on the Taskforce. <br /> Mayor Thorne spoke in support of having two PDA members on the Taskforce and suggested the <br /> Mayor and Vice Mayor serve on it as well. <br /> Councilmember Olson indicated he does not need to serve on the Taskforce but stated he will attend <br /> every meeting. <br /> Councilmember Brown spoke in support of having the Mayor and Vice Mayor serve on the Taskforce. <br /> Staff stated that it could initiate the recruitment process and decide which Councilmembers will serve <br /> on the Taskforce, at a later date. <br /> City Council Minutes Page 13 of 14 July 19,2016 <br />
