address the pressure fluctuations and determined the best solution to be the
installation of a pressure booster station at the sports park. The water pressure
booster will supply recycled water to the sports park at a pressure that allows the
irrigation system to function under all operating conditions. The pressure booster
station will also have the added benefit of providing good pressure and flow to
support the Valley Avenue recycled water extension and eventual pumping to
Callippe Preserve Golf Course.
As envisioned, the booster station project will install a "packaged" station in the
sports park where the existing Arroyo Mocho undercrossing is located adjacent to
Harvey Court. The "packaged" booster station will be in a fiberglass enclosure
measuring approximately 6-feet in height, 10-feet in width and 20-feet in length.
The station will be placed inside a screened, fenced area and surrounded by
landscape plant screening to match other locations in the park. Planning and
Parks staff will be involved in determining the exact location of the station. The
estimated cost to complete the design and construction of the booster station is
$400,000. The booster station will be purchased by the City and the installation
and associated pipeline work will be accomplished through a change order to
Ranger Pipelines if the timing aligns with their work on the project. If timing for a
change order does not work, the booster station installation may be bid as an
independent project, or be bid as part of the Valley Avenue Recycled Water
Extension project.
RMC Water and Environment provided design services for the Recycled Water
Infrastructure Expansion Phase 1A project, CIP No. 141026, and is providing
engineering support for the project during construction through Amendment One
to their original design contract. Staff is recommending approval of Amendment
Two to the Agreement with RMC Water and Environment to provide design
services for a water pressure booster station. The second amendment is
Attachment 1 to this report and is for a not-to exceed amount of $74,687. The
amendment also extends the contact term to April 30, 2017.
Remaining Grant and Loan Balance after the Recommended Additional Work
As stated earlier in this report there is currently approximately $2,532,000 remaining Loan
and Grant funds that can be used to improve or expand the recycled water distribution
system. The three recommended components of work in this report total an estimated
$1,475,000, leaving a remaining balance of $1,057,000 in Loan and Grant funds. The
Engineering and Operations Services Department are reviewing alternatives to use these
funds. At this time it is preferred to hold this amount available while the newly constructed
system is put into service with customer connections. If it is determined that additional
work is required or desired for the remaining Loan and Grant funds, staff will bring forward
a recommendation at a future date.
