Scott Raty, Pleasanton Chamber of Commerce, noted the organization's support of a proposed EDZ on <br /> Johnson Drive to produce new businesses, jobs and substantial tax revenues as well as necessary <br /> traffic improvements. He added that the tax revenue would help sustain services synonymous with <br /> quality of life. He stated the Chamber looks forward to reviewing the City's more-detailed findings in <br /> terms of funding and traffic improvements, before drawing its conclusions and recommendations. He <br /> added that it makes sense to place this matter on the November ballot and urged Council to complete <br /> an informational that will provide impacts and the effects of the initiative. <br /> Amera Morrison. Attorney, Office of Wendel Rosen, representing Bill Wheeler, referenced a letter sent <br /> to Council and reviewed its content. She urged Council not to delay its vote to place this initiative on <br /> the November ballot and not to request a 9212 report. She added that all of the required studies have <br /> been prepared and referenced the SEIR. <br /> In response to Councilmember Brown's question regarding whether Ms. Morrison feels the SEIR <br /> addresses transportation, fiscal, economic and environmental impacts and consistency with the <br /> General Plan, Ms. Morrison stated that the SEIR addresses all of the issues/standard topics to be <br /> considered in a 9212 report. <br /> Ann Pluff-Doss, Pleasanton, expressed concerns regarding increased traffic congestion resulting from <br /> a large development on Johnson Drive, and asked that Council deny the project or place the initiative <br /> on the November ballot. <br /> Tim Johnson spoke in support of small business versus big box retailers. <br /> Kathy Kotulak, Pleasanton. thanked the Mayor for recusing himself at this time and commented on the <br /> number of blogs available on this topic. She read from one listing reasons for not approving a Costco <br /> in the City. She asked Council to place the initiative on the November ballot. <br /> Don Maday, Pleasanton, asked Council to place the initiative on the November ballot. He added that it <br /> does not eliminate the City's opportunity to create an EDZ, but rather requires increased creativity. <br /> Rod Clohan asked Council to place the initiative on the November ballot. He expressed concerns <br /> regarding increased traffic congestion. <br /> Nancy Harrington, Pleasanton, spoke in support of the EDZ and in support of Costco. She asked <br /> Council to place the initiative on the November ballot. <br /> Robert Ways, Pleasanton, spoke in support of the project and asked Council to place the initiative on <br /> the November ballot. <br /> Dave Rand, Attorney, Armbruster, Goldman and Delvac. representing Costco, thanked Council and the <br /> public and stated Costco does not intend to ask the City to incur additional costs to put off the ballot <br /> initiative until next year. He expressed concerns regarding order a 9212 report. asked Council to place <br /> the initiative on the November ballot and requested an economic study to review fiscal impacts, impacts <br /> on economic infrastructure, impacts on the City's ability to retain and attracting businesses and <br /> employment, land use technical issues. and ensure that the available information is presented in a <br /> manner that is easy to read and understand, to inform the electorate.
