economic impacts, traffic, noise, air quality, community character and aesthetics, consistency with other <br /> General Plan policies, and other topics that may be of interest to City Council. <br /> City Attorney Sodergren added that the information could also appear, simply, in an informational <br /> report, which would not bind Council from a decision at this time to call the election. <br /> Councilmember Pentin commented on foregoing the 9212 for the expediency of putting the matter on <br /> the November ballot. He asked whether Council has ever not asked for a 9212 in similar cases. <br /> City Attorney Sodergren stated that the last citizen's initiative was for Measure PP and Council, then, <br /> asked for a 9212 report before making a decision to place it on the ballot. He reiterated the option of <br /> repackaging the 9212 report as an informational report. <br /> In response to Councilmember Pentin's inquiry City Attorney Sodergren reported that if Council. as a <br /> body, chooses not to draft an argument, any individual Councilmember or Councilmembers authorized <br /> by City Council can then file an argument. If no individual Councilmembers wish to file an argument, <br /> there is a hierarchy of order and any individual voter can submit a measure or any bonafide <br /> organization of citizens or combination of both may file an argument. <br /> Councilmember Brown asked regarding business owners or group of business owners and it was noted <br /> that the way that it is listed in the Election Code, it states a "bonafide association of citizens". <br /> Vice Mayor Narum opened the item for public comment. <br /> John Clatworthy, Pleasanton, commented on traffic conditions getting worse and worse. He stated that <br /> the Johnson Drive location is an ideal spot for one or two small hotels and that building a Costco. would <br /> add to congestion and traffic. He spoke in opposition to Costco on Johnson Drive, referenced the <br /> citizen petition and commented on impacts to small businesses and of impacts from gas/delivery trucks. <br /> He urged Council to place the matter on the ballot or approve the resolution in the petition. <br /> John Hinez. Pleasanton, gas station owner, spoke in opposition to building a Costco on Johnson Drive. <br /> He expressed concerns regarding increased traffic and public safety if the project is approved at that <br /> location. He asked Council to let the voters decide. <br /> Sanjaya Dmital, spoke in opposition to a Costco on Johnson Drive noting increased congestion and <br /> traffic. <br /> Josh Hanna opposed a Costco on Johnson Drive and urged Council to place the matter on the ballot to <br /> let the voters decide. <br /> Carrie Cox, Volunteer for Citizens for Planned Growth. spoke regarding obtaining signatures for the <br /> petition and urged Council to place the matter on the November ballot and let the citizens decide. <br /> Dolores Sanchez. Pleasanton. spoke in opposition to building a Costco on Johnson Drive and urged <br /> Council to place the matter on the November ballot. <br /> Kevin Goebel, Pleasanton, General Manager of the Double Tree, spoke regarding the traffic congestion <br /> on Johnson and felt that it will only get worse.
