FeHRt PEERS
February 18, 2015
Ms. Lesley Lowe
ESA
550 Kearny St Ste 800
San Francisco, CA 94108
Attachment 3
Subject: Proposal to Provide Additional Transportation Planning and Engineering
Services for Johnson Drive Economic Development Zone
Dear Lesley:
Fehr & Peers appreciates the opportunity to submit this scope of work to conduct additional
transportation analyses in support of the Johnson Drive Economic Development Zone project.
We have prepared an administrative draft transportation impact assessment (TIA) based on the
project description developed by the Project team in December 2014, submitted to City staff in
February 2015, which includes the following new uses within the Johnson Drive Economic
Development Zone:
• 242.151 square feet of retail
• 150 room hotel
• 156,000 square feet of warehouse retail
• 20 fueling position gas station
• 27,550 square feet of office
It is our understanding that the project description is undergoing refinements, which may include
a different mixture of uses. as well as a reduced project alternative. As we have completed the
bulk of the technical analysis based on the trip generating potential of the land uses fisted above,
we may need to revise our technical analysis to reflect the updated project description. There
may also be a desire to analyze the potential impacts of a reduced project alternative to the same
level of detail as the proposed project. Several additional project alternatives have also been
developed; for those alternatives we can calculate the expected daily and peak hour trip
generation for both weekday and Saturday conditions and qualitatively assess the potential
impacts based on the preferred project analysis.
The following describes tasks that we may complete in support of this project, with the expected
level of effort noted for each task.
i Iv A.ii n I1.,li'ti ' viii.d(I, el fA91',Uit f '.i'',p ii. 1 t, i'l',1'1 :: /it
1.II1,IIII4''.u.'n
