This scope details the tasks that ESA proposes to complete and deliver a Supplemental I IIt Environmental Impact Report (SEIR). which would focus in on three key environmental issue areas. and would he tiered from the 2009 General Ilan 1;IR and the 2011 (;PA E lIt.
