Attachment 3 <br /> PLEASANTON RIDGE REGIONAL PARK <br /> DISTRICT STAGING AREAS AND TRAILHEADS <br /> MEMORANDUM OF UNDERSTANDING <br /> EAST BAY REGIONAL PARK DISTRICT <br /> AND CITY OF PLEASANTON <br /> THIS MEMORANDUM OF UNDERSTANDING (hereafter "Agreement") is made this <br /> day of , 2016, between the East Bay Regional Park District, a body <br /> corporate and politic (hereafter"District") and the City of Pleasanton, a municipal corporation <br /> (hereafter"City"). <br /> WHEREAS: <br /> A. District and City own and hold contiguous parklands on and near Pleasanton Ridge Regional <br /> Park("Ridge") for the purpose of operating and maintaining park and open space lands for <br /> public use;and <br /> B. District, City and the public will realize benefit from the District and City cooperating in <br /> providing District staging areas and trailheads to provide public access to the Pleasanton <br /> Ridge Regional Park; and <br /> C. District's Land Use Plan for Pleasanton Ridge Regional Park (Adopted July 17, 2012) (the <br /> "LUP") includes the Garms Staging Area (see LUP Section 4.4.1.2 and Figure 12) and access <br /> from Alviso Adobe Park(see LUP Section 4.4.1.3); and <br /> D. District also purchased in 2013 the approximately 231 acre Castleridge property adjacent <br /> to Pleasanton Ridge Regional Park and the property includes public access along a driveway <br /> that also serves two residential properties; and <br /> E. District's development of both the Garms Staging Area and access to the Castleridge <br /> property achieves District and City goals of providing, a loop trail system, access to <br /> Pleasanton Ridge, and a sequence of trails to help disperse use at congested start points; <br /> and <br /> F. City is willing to support District's development of access to the Castleridge property on <br /> City property as an alternative to the existing access (hereafter the "Castleridge Trailhead") <br /> based on District's commitment to the development of District's Garms Staging Area. <br /> NOW, THEREFORE, in consideration of the mutual promises expressed herein,the parties <br /> agree as follows: <br /> 1 <br />
