the need for additional architectural details, trail access being good for the community, and <br /> why EBRPD has been slow to complete anything in the past. <br /> Chairperson Wahl expressed concern about a temporary fix becoming permanent and felt <br /> moving parking and the toilets onto the Austin property would be an improvement. She did not <br /> like the proposal to provide parking on Old Foothill Road near the Adobe, and moving the <br /> parking now would mean people building on the Austin Property in future would not be able to <br /> comment. Chairperson Wahl agreed that there did not seem to be a need to rush approving <br /> the MOU at this time. <br /> Mr. Dolan advised that the City of Pleasanton has complete control over the design of the <br /> restroom building and grading would lower the concrete pad and help reduce the visual impact <br /> from residents. He asked Commissioners to not be concerned about the Foothill Road <br /> crosswalk when making their decisions as this is not something in the MOU. Mr. Dolan also <br /> noted that moving parking could be explored but would reduce the number of parking spaces, <br /> and parking on the other side of the Austin property could also be considered. <br /> Chairperson Wahl indicated she would like parking to be on the Austin property. She <br /> confirmed that the Commission did not want to approve the MOU at this time and staff should <br /> bring back additional information. <br /> Commissioner Streng believes there is a way to get things done but felt enough questions <br /> have been raised at this meeting to continue the discussions and information given to EBRPD. <br /> He felt further input was needed before a recommendation was made. He also indicated he <br /> would be open to splitting parking. <br /> Commissioner Fields asked about the cost to move everything to the Austin property and <br /> whether EBRPD would meet any of the costs. Mr. Dolan indicated it would be expensive. <br /> Chairperson Wahl confirmed that design changes needed to be made to parking, traffic signal, <br /> restrooms, etc. and the Commission would like to revisit. <br /> Commissioners Lambert and Hott le felt the Commission should have been given information <br /> about the original intent for the Adobe and felt they were being asked to accept something that <br /> is being wanted by EBRPD. They also felt that EBRPD should provide a comprehensive <br /> schedule so the Commission can consider everything from all aspects. <br /> A motion was made by Commissioner Streng, seconded by Commissioner Lambert, not to <br /> approve the Memorandum of Understanding with East Bay Regional Park District (EBRPD) <br /> and directing staff to share the Commissioners comments to EBRPD and provide additional <br /> information at a later date. <br /> ROLL CALL VOTE: <br /> AYES: Commissioners Fields, Hott le, Lambert, Streng, and Chairperson Wahl. <br /> NOES: None <br /> ABSENT: None <br /> Parks and Recreation Commission <br /> April 14, 2016 <br /> Page 7 <br />
