Cartlendge Trailhead Addendum <br /> 5.14. PUBLIC SERVICES <br /> The currently proposed project will not result in a significant increase in demand for fire and police <br /> protection, and will not contribute to the need for additional schools or other public facilities. The <br /> purpose of the project is to facilitate access to the Pleasanton Ridge Regional Park, which would be <br /> regularly patrolled by EBRPD park rangers. Fire and emergency services would be provided by the <br /> Livermore-Pleasanton Fire Department. EBRPD park rangers are also expected to provide ground <br /> patrol. The project is not expected to increase demand for law enforcement, emergency, or fire <br /> services such that new service facilities would need to be developed. <br /> 5.15. RECREATION <br /> The currently proposed project furthers the EBRPD's core mission to "acquire, develop, manage, <br /> and maintain a high quality, diverse system of interconnected parklands which balances public <br /> usage and education programs with protection and preservation of our natural and cultural <br /> resources," as it facilitates access to the Pleasanton Ridge Regional Park. The subject project also <br /> furthers the vision statement identified in City of Pleasanton's General Plan, which is to help <br /> residents sustain a healthy lifestyle by providing diverse recreational programs to increase <br /> opportunities for physical activity. Additionally,the subject trailhead furthers Policy 7 and Program <br /> 7.1 of the City of Pleasanton's Conservation Element of the General Plan, which support expansion <br /> of and access to Pleasanton Ridge Regional Park. <br /> 5.16. TRANSPORTATION AND TRAFFIC <br /> Access to the trailhead would be provided directly from Old Foothill Road via Foothill Road. <br /> While traffic to this specific location is expected to slightly increase, the trailhead would provide a <br /> more convenient location to access Pleasanton Ridge for existing residents. Additionally, the site's <br /> location near pedestrian trails located on Foothill Road and within the Laguna Oaks development, <br /> combined with bicycle access from Foothill Road, W. Las Positas Boulevard, and Bernal Avenue <br /> would facilitate access by foot or bike. Therefore, the project may result in a reduction of vehicle <br /> miles traveled per capita among the area's visitors to Pleasanton Ridge. Because overall traffic to <br /> the trailhead would tend to occur outside of peak morning and afternoon commute hours,the project <br /> would not substantially add to existing traffic levels. <br /> Residents that live on Jerlin Place to the north of the project site would still be able to make a left or <br /> right turn onto Foothill Road near the existing three-way intersection of Jerlin Place, Old Foothill <br /> Road, and Foothill Road. Maintaining this circulation pattern has been found to be acceptable by <br /> the City Traffic Engineer and would not result in traffic hazards. A deceleration lane would <br /> facilitate access to the trailhead for southbound vehicles making a right-turn from Foothill Road. <br /> The proposed conversion of Old Foothill Road to a one-way roadway would continue to allow for <br /> access to the Alviso Adobe Community Park and nearby residences. The design of the currently <br /> proposed project does not include any sharp curves or incompatible uses, and does not result in <br /> inadequate emergency access. <br /> 5.17. UTILITIES AND SERVICE SYSTEMS <br /> The currently proposed project would modify Old Foothill Road to a one-way street with parallel <br /> parking, and connect the proposed water fountain facility to the existing City water line along Old <br /> June 9, 2016 14 <br />
