Cas[leridge Trai!head Addendum <br /> 5.10. LAND USE AND PLANNING <br /> Approval of the Meadowlark Development entailed a General Plan Amendment and PUD rezoning <br /> and development plan. A condition of approval for the PUD zoning indicates that cattle grazing is <br /> allowed on the 22 acres of permanent open space on the property, and that any future use within the <br /> open space is subject to City review, including review by the Trails Ad Hoc Committee and the <br /> Parks and Recreation Commission. <br /> The trailhead would be limited to a small portion of the 22 acres of the site that would be used for <br /> open space, allowing the continuation of existing land uses on the majority of the site. Access to <br /> Pleasanton Ridge Regional Park would be enhanced by the subject trailhead, which would not <br /> compromise the existing open space function of the area. Additionally,the planned parallel parking <br /> spaces along Old Foothill Road could serve as overflow parking for special events at the Alviso <br /> Adobe Community Park, which would promote the use of that facility as a cultural and community <br /> amenity. The City also plans to incorporate a pedestrian crossing across Foothill Road to facilitate <br /> non-motarized access from existing residences in the vicinity of the proposed trailhead. Therefore, <br /> the project would not compromise the existing land use configuration of the site,and would result in <br /> beneficial land use changes by more effectively connecting residents and visitors with adjacent <br /> public open space. <br /> 5.11. MINERAL RESOURCES <br /> Mining has not occurred on the project site, and implementation of the project would not affect the <br /> availability of any mineral resource. <br /> 5.12. NOISE <br /> Contributors to ambient noise levels at the project site include traffic on Old Foothill Road and <br /> Foothill Road, nearby freeways and other arterial streets, visitors and activities at the Alviso Adobe <br /> Community Park. Train activity and aircraft noise also generate discrete noise events. Generally, <br /> the ambient noise level on the project site is low, but can vary depending on wind and other similar <br /> factors. With implementation of the currently proposed project, the ambient noise level is not <br /> expected to change significantly. While some noise is expected to be generated by visitors driving <br /> to the site, parking their vehicles, and preparing to access the trail system, this level of noise is not <br /> expected to exceed normally acceptable noise standards. <br /> Noise levels will increase temporarily during construction of the trailhead, but construction hours <br /> will be limited and all equipment will be required to meet existing noise standards and be equipped <br /> with muffling devices. <br /> 5.13. POPULATION AND HOUSING <br /> No housing is proposed and no housing would be removed as part of the proposed trailhead. The <br /> project would not result in substantial population growth, displacement of existing housing or <br /> people. <br /> June 9, 2016 13 <br />
