Cartlendge Trailhead Addendum <br /> The City also plans to incorporate a pedestrian crossing across Foothill Road to facilitate <br /> non-motarized access from existing residences in vicinity of the proposed trailhead. The <br /> trailhead is anticipated to be open from approximately 8:00 am to 4:30 pm during fall and <br /> winter months, with closing times to shift to approximately 6:00 pm and 7:00 pm during <br /> spring and summer months, respectively, and is expected to be at full capacity during peak <br /> weekends, but well within capacity during other times. EBRPD Ordinance 38 governs the <br /> hours of operation for the trail and associated open space. Construction of the trailhead <br /> facilities would be required to adhere to standard provisions for dust control, stormwater <br /> runoff,noise, etc. <br /> 4.2 DIFFERENCES BETWEEN THE CURRENTLY PROPOSED PROJECT AND THE <br /> PROJECT ANALYZED IN THE MITIGATED NEGATIVE DECLARATION <br /> The currently proposed project would consist of circulation and parking improvements, <br /> modification to the open space access, and restroom and water fountain facilities. These changes <br /> were not contemplated as part of the IS/MND prepared for the Meadowlark Development. <br /> 5. ENVIRONMENTAL EFFECTS OF CHANGES TO THE <br /> PROJECT <br /> The following discussion summarizes the environmental impacts that could occur as a result of <br /> changes to the proposed project that have occurred since adoption of the IS/MND in 2006. This <br /> discussion is organized by the environmental topics that were addressed in the IS/MND. All of the <br /> environmental impacts that would result from implementation of the changes to the proposed <br /> project would be less than significant. <br /> 5.1. AESTHETICS <br /> The currently proposed project would have minimal aesthetic impact, as the parking and circulation <br /> plan is designed to minimize grading and new pervious paving, and the proposed restroom facility <br /> is of relatively small size. Views of the restroom from existing residences in the vicinity and the <br /> trail itself will be screened by existing and proposed trees. The final design of the restroom facility <br /> will be subject to the City of Pleasanton Design Review. In addition, no trees would be removed to <br /> allow for development of the trailhead, which would assist in maintaining the existing rural <br /> aesthetic on the Austin property. <br /> 5.2. AGRICULTURAL AND FORESTRY RESOURCES <br /> No changes to the land use designations for the subject site are proposed, and the 22-acre open <br /> space on the property would be retained in its current land use. The proposed changes to the <br /> Meadowlark Development are minimal and no additional impacts to agricultural and forestry <br /> resources will occur. <br /> 5.3. AIR QUALITY <br /> Construction activities related to the currently proposed project are expected to generate short-term <br /> impacts related to air quality, including intermittent dust emissions.
