6. Appropriate $198,750 from the Park Dedication Fee Fund to complete the funding for <br /> the Two New Lighted Tennis Courts at the Tennis and Community Park project. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $598,750. Staff recommends the <br /> additional appropriation of $198,750 from the Park Dedication Fee Fund to augment the <br /> $400,000 currently budgeted in the CIP for this project. Please see Attachment 3 for the <br /> funding and expenditure summary. <br /> BACKGROUND <br /> The Pleasanton Tennis and Community Park was master planned in 1985 and built in two <br /> phases. Although the park includes a playground, lighted basketball courts, a large turf <br /> area, and landscaping, the primary draw of the park is the tennis courts. The courts have <br /> traditionally been very popular and well used. There are a total of ten lighted tennis courts <br /> at the site and a clubhouse. Tennis programs and lessons are provided by Lifetime <br /> Tennis, a local tennis concessionaire. Since Lifetime Tennis was brought on as the <br /> concessionaire for the courts about a decade ago, they have seen an increase in the <br /> popularity of the tennis program, and therefore, an increase in revenue for both the City <br /> and Lifetime. The challenge has been that the demand for the courts has outpaced the <br /> availability of the courts. Recognizing this, the 2014 Parks and Recreation Master Plan <br /> identified the need for two additional lighted tennis courts and, subsequently, a CIP was <br /> created for the tennis courts (CIP No. 147031). <br /> A request for qualifications (RFQ) for design services was sent out in 2014, but due to a <br /> number of factors, the project was put on hold until early 2016. On January 6, 2016, the <br /> RFQ was advertised and in response, four landscape architectural firms (along with their <br /> assembled subconsultant teams) submitted their Statement of Qualifications (SOQs). <br /> Callander Associates Landscape Architecture, Inc. was chosen as the most qualified <br /> consultant and City Council approved their contract on March 4, 2016. <br /> The two new tennis courts will be located in a large turf area that was identified as a <br /> location for courts in the master plan. The courts will be consistent in design with the <br /> current courts and will include the same type of fencing, screening, equipment, access, <br /> and north/south orientation. The difference is that the courts will include drought tolerant <br /> landscaping and irrigation around them On place of the turf) and the lighting for the courts <br /> will be LED. The existing courts have HID lights. Although not part of this contract, staff <br /> will be proposing a new CIP project to upgrade all court lighting to LED to match these <br /> two new courts. <br /> DISCUSSION <br /> On May 25, 2016, the Two New Lighted Tennis Courts at the Tennis and Community <br /> Park project was advertised to bid and bids were opened on June 13, 2016. <br /> Page 2 of 3 <br />
