With the assessment of one city-owned parcel ($16.62), and the cost of maintenance for <br /> the "general benefit" area along the Arroyo ($9,703.00) that was at one time included in <br /> this District, the City will be responsible for $9,719.62 of maintenance within the District. <br /> Lighting and Landscape District 1993-1, Windsor <br /> Maintenance in this District includes masonry walls, trees, shrubbery, groundcover, and <br /> irrigation systems situated on the northeast side of Tapestry Way and Minton Court, Lot <br /> A in the northwest corner of the subdivision, and also Lot C in the southwest corner of <br /> the subdivision. The assessment for the coming year for District 1993-1 (Windsor) will <br /> be the same as last year, $269.62 per parcel per year. With a total of 90 parcels in the <br /> District, this year's total assessment will be $24,265.80. This amount will be sufficient to <br /> fund the maintenance of all common areas including water and electrical costs, county <br /> assessment fees, city administration fees, but does not set aside sufficient reserves in a <br /> replacement fund for the long-term replacement of plantings, irrigation systems, masonry <br /> walls, signage and other district improvements. <br /> As there are no city-owned parcels within the boundaries of this District, the City will not <br /> be assessed. <br /> Due to the ever-increasing cost of water and maintenance services and because of the <br /> aging plant material and improvements, the cash reserve for the District is diminished. <br /> City staff continues to work closely with the maintenance contractor in order to reduce <br /> water use and to increase the efficiency of landscape maintenance operations. The <br /> District will continue its 25% reduction in water use and maintenance efficiencies, but <br /> despite these measures, it is likely that an increase in the annual assessment will be <br /> necessary in order to maintain the maintenance standards of the District. City staff have <br /> met with the Windsor at Laguna Oaks Homeowners Association to discuss increased <br /> assessments to meet their maintenance requirements and are working towards a vote on <br /> the increased assessment before the 2017-18 public hearing. <br /> Lighting and Landscape District 1993-2, Bonde Ranch <br /> Maintenance in this District includes entry features, open space areas, firebreaks, trees, <br /> shrubbery, groundcover and irrigation systems. The assessment for the coming year for <br /> District 1993-2 (Bonde Ranch) will remain at $257.22 per parcel per year. With a total of <br /> 103 parcels in the District (including one City-owned parcel, the Bonde Ranch water <br /> tank), this year's total assessment will be $26,489.35. This amount will be sufficient to <br /> fund the maintenance of all common areas including water costs, county assessment <br /> fees, city administration fees, but does not set aside sufficient reserves in a replacement <br /> fund for the long-term replacement of plantings, irrigation systems, fencing, tree removal <br /> and trimming, and other district improvements. <br /> With the assessment of one city-owned parcel, the City will pay $252.910. <br /> Page 3 of 5 <br />
