City of Pleasanton Legislative Platform 2016 <br /> 0O0 <br /> agencies, including police officers, firefighters, and sheriffs, an additional year of a leave of absence <br /> without loss of salary when injured by a catastrophic injury at the hands of another, as defined. <br /> SB 1069(Wieckowski) Second Units and Removal of Local Land Use Authority (League of California <br /> Cities Opposition Letter) <br /> Would limit the ability of cities to impose certain standards on accessory dwelling units including <br /> repealing the ability of local governments to enact ordinances that prohibit accessory dwelling <br /> units; imposing a burdensome requirement for local agencies to act on an accessory dwelling unit <br /> permit application within 90-days after the submittal of a complete building permit;prohibiting local <br /> agencies from imposing parking standards on units that meet certain conditions, and prohibiting the <br /> imposition of sewer and water connection fees which will create practical impediments to the <br /> development of ADUs and unfunded capital costs for sewer and water providers. <br /> SB 1170(Wieckowski) Public Contracts:Water Pollution Prevention Plans. (League of California <br /> Cities Opposition Letterl <br /> Prohibits public agencies from requiring a contractor to develop or assume responsibility for a <br /> stormwater pollution prevention plan. <br /> SB 1317(Wolk) Ground Water Extraction Permit(League of California Cities Opposition Letter) <br /> Would,by July 1, 2017, require a city or county overlying a basin designated as a high-or medium- <br /> priority basin to establish a process for the issuance of conditional use permits for the development of a <br /> groundwater extraction facility in order to prevent a new groundwater extraction facility from <br /> contributing to or creating an undesirable result, as prescribed. By increasing the duties of cities and <br /> counties, this bill would impose a state-mandated local program. <br /> SB 1318(Wolk) Local Government: Drinking Water and Wastewater Infrastructure or Services. <br /> f League of California Cities Letter of Opposition) <br /> Prohibits Local Agency Formation Commissions (LAFCOs) from approving any future annexations or <br /> changes to city and special district spheres unless they provide services to designated disadvantaged <br /> unincorporated communities outside their jurisdictions. Requires LAFCO, for the first time, to study <br /> territory outside the originally intended spheres. <br /> Governor's "By Right" Housing Proposal (See Appendix for City of Pleasanton Letter of <br /> Opposition 6/7/16) <br /> A proposal by the Governor to pre-empt local discretionary land use approvals of specified housing <br /> developments by having all such approvals be considered "ministerial" actions, meaning eliminating <br /> opportunities for public review, project-level environmental review and restricting design review. <br /> 101 Page <br />
