BACKGROUND <br /> The Pleasanton Pioneer Cemetery Master Plan adopted by City Council on November <br /> 18, 2014, identified the Veterans Memorial as a component of the improvements planned <br /> for the cemetery. At the time the plan was adopted a local group of veterans had a <br /> conceptual design of the memorial. After adoption of the master plan, the veterans <br /> finalized their conceptual plans, which were eventually approved by the Parks and <br /> Recreation Commission and the City Council. In November 2015, City staff hired <br /> landscape architect Keller Mitchell to take the conceptual designs and create biddable <br /> construction documents for the memorial. Working closely with the veterans group, plans <br /> and specifications were finalized in March 2016. The project was then advertised for <br /> construction bid, with a bid opening date established as April 26, 2016. <br /> DISCUSSION <br /> Three contractors submitted bids for the project by the bidding deadline of 2:00 pm, April <br /> 26, 2016. The bids ranged from $390,000 to $407,000. The staff estimate for cost of the <br /> project was $380,000. The low bid was received from Goodland Landscape, Inc., the <br /> same contractor that is currently working on the Bemal Community Park, Phase Two <br /> project. Staff is recommending the Pioneer Cemetery Improvements and Veterans <br /> Memorial project construction contract be awarded to Goodland Landscape, Inc. in the <br /> amount of$390,000. <br /> This contract includes all work associated with the memorial except the statue. The <br /> veterans group, working with the City, chose an artist and commissioned the statue at a <br /> cost of $80,000. Installation of the statue will be coordinated with this construction <br /> contract. The veterans group, through fundraising efforts, raised the $80,000 to pay for <br /> the statue. The veterans group has also committed to pay approximately 56 percent of <br /> the cost of the construction contract, or $221,000. The total contribution of the veterans <br /> group to the memorial will be $301,000.
