The on call general civil consultants will be providing the Engineering Department support
in implementing the CIP. These projects may include: water and sewer main replacement
design, City facility improvements, transportation improvement projects, bicycle and
pedestrian projects, trail projects, intersection improvements, and other as-needed
projects. Typically, such service support costs range between $5,000 and $75,000 for
each capital project, and are dependent on the size, types of services and complexity of
the job.
Staff is recommending that City Council authorize the Director of Engineering to approve
task authorizations up to $75,000. The $75,000 threshold covers the anticipated cost of
design for several of the City's annual projects identified in the CIP. If a proposed fee
exceeds $75,000, staff will bring the authorization decision to City Council.
Approval of these contracts authorizes staff to spend up to the aggregate amount of the
$750,000 between the three firms over a three year period, which will likely consist of 10-
20 separate project authorizations over the term of the contracts. However, the contracts
do not guarantee any amount of work to any of the consultants, nor do they guarantee
that $750,000 in services will be necessary over the term of the contract.
The duration of the City's previous on-call contracts was three years. The contracts
before City Council have the same three-year term, but they also allow for two, one year
contract extensions if deemed appropriate by staff. This will provide the flexibility to adjust
the durations based on the performances of the consultants and work demands. Note
that the possible contract term extensions do not adjust the not-to-exceed aggregate total
contract amount.
The proposed professional services agreements with CSG Consultants, Inc., Quincy
Engineering Inc., and Pakpour Consulting Group, Inc., for general civil engineering
services are attached.
Submitted by: Fiscal Review: Approved y:
Stephen ' patrick Tina Olson Nelson Fialho
Director of Engineering Director of Finance City Manager
Attachments:
1.
