BACKGROUND <br /> The City has an ongoing need for general civil engineering professional services. The <br /> types of services needed may include, but are not limited to: general consulting, peer <br /> review, civil engineering, plan checking, CIP project design, engineering <br /> recommendations for emergency situations, computer or manual drafting, and other tasks <br /> associated with Public Works infrastructure design, construction, and/or operations. <br /> These services will provide support for various City CIP and private development related <br /> projects. Since this is a varied and ongoing need, the City has found the best mechanism <br /> to acquire these services is through the use of "on-call" contracts. <br /> To ensure these types of services are readily available when needed, staff advertised a <br /> RFQ package in February 2016. The RFQ described the type of work needed, indicated <br /> that the City would be seeking multiple firms to perform the work, and indicated the <br /> intention to enter into a three-year "on-call" contract with work assigned if/when needed. <br /> DISCUSSION <br /> A total of 11 general civil engineering firms submitted SOQs in response to the advertised <br /> RFQ. City engineering staff reviewed the SOQs and invited the seven highest rated <br /> respondents for an interview. A panel of four City staff members familiar with project <br /> needs and types of services conducted interviews of the following seven firms: <br /> 1. Bellecci & Associates, Inc. <br /> 2. SNG & Associates, Inc. <br /> 3. CSG Consultants, Inc. <br /> 4. TY Lin <br /> 5. Quincy Engineering, Inc. <br /> 6. Wood Rodgers, Inc. <br /> 7. Pakpour Consulting Group, Inc. <br /> Staff also contacted the references provided by each of the seven firms to obtain feedback <br /> on past contractual experiences. Based on ratings of the SOQs, interviews, and <br /> reference inquiries, staff recommends awarding contracts to three firms: CSG <br /> Consultants, Inc., Quincy Engineering, and Pakpour Consulting Group, Inc. Staff <br /> believes these three firms are the most qualified to provide the required general civil <br /> engineering professional services for FY 2016-2017 through FY 2018-19. <br /> Funding for these contracts will be provided from CIP project budgets for each of the <br /> projects requiring these services. Funding for private development services will be <br /> provided by the associated developer/property owner. When a service is needed for a <br /> project, the selected firms will be requested to submit a detailed proposal which defines <br /> the scope of work for the project and the fee required to complete the work. Staff will <br /> negotiate the final scope of work and fee. If successful, a task authorization will be issued <br /> to the consultant authorizing the work under the contract terms. <br /> Page 2 of 3 <br />
